Reviews external Engineering plans and site plans for compliance with City Codes, ordinances and policies and advises Principal Engineer prior to approval;
Provides technical support to professional and paraprofessional Engineering staff and to other staff members;
Researches existing utilities' facilities and determines location for engineering drawings;
Explains, interprets and answers questions from citizens concerning City projects and policies;
Compiles and documents varied geographic data to be used in generating special and periodic reports;
Receives and reviews confidential information pertaining to future projects; maintains confidential files concerning such project;
Consults with officials of other divisions, departments and state agencies on technical matters;
Maintains digital and hard copy indexes and files of City projects and documents for Engineering staff;
Researches real estate records for determination of ownership for properties required for engineering drawings and easements;
Collects and verifies source data from multiple departments;
Analyzes source data, identifies conflicting geographic data problems, and prepares maps and related cartographic materials requiring application of photogrammetric techniques and principles;
Performs difficult compilation of the digital Property, Planimetric, Topo, Water Sewer and Street maps;
Identifies and compiles pertinent information from engineering drawings, plats, easement documents and other engineering documents;
Operates and maintains plotters, printers, digitizers, graphic display and reproduction equipment;
Provides technical advice and assistance to the public; answers or directs inquiries to proper City agencies on an as needed basis;
Operates a variety of office equipment;
Creates 3 dimensional models of existing features and proposed infrastructure which is used by this position to create the actual construction plan set used by the contractor to construct the project;
Designs city-owned infrastructure projects including, water line extensions, small mains replacement projects, sewer line extensions, sewer rehab or repair projects, sewer line replacement projects, stormwater projects, culvert replacement projects, corrective drainage projects, roundabouts, road extension projects, road widening projects.
Creates new and updates existing City of Lynchburg Standard construction details in digital format as conditions, federal and state regulations, city code, construction techniques and practices change. Makes recommendations to Principal Engineer for changes to details and specifications within the City's Manual of Specifications. Serves on the Manual Specifications and Standard Details committee.
Checks all as-builts of city-owned infrastructure for completeness and accuracy per the City's as-built policy. Performs or oversees any necessary corrections. Distributes as-built information to appropriate parties for inclusion in City's GIS. Logs as-builts and keeps a database of all submitted and verified as-builts by project number.
Assists the Principal Engineer in policy and procedure development. Sits on committees to provide input and assistance in the development of Engineering Division and city-wide policies;
Researches new engineering equipment, makes decisions on needed equipment and provides specifications to IT for purchase of said equipment. Maintains and operates and negotiates and manages contracts for engineering office equipment, including printer, plotters, large-scale scanner, traffic counting devices, traffic cameras.
Maintains the City's Manual of Specifications and Standard Details on the City's website.
Researches property information, calculates bearings and distances, and creates right-of-way plats for city projects.
Produces construction cost estimates for city infrastructure projects.
Track all of the engineering division's computers, software and associated equipment. Research new software and computers (features speeds, compatibility, storage) and spec needed computer equipment to IT for the division's specific, high end user needs.
Responsible for appropriate set up and execution of traffic counters, laptop computers and traffic camera equipment and translation of data to traffic engineering for use in traffic studies. Responsible for keeping equipment in working order and recommending and securing appropriate upgrades.

Associate's degree (A.A.) from two-year accredited college or technical school with course work in engineering; Considerable (three - five years) experience required or equivalent combination of education and experience.
Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.
Must successfully complete IS100 , IS700 National Incident Management (NIMS) , and OSHA 10-HR training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.Salary : $42,328 - $78,562
