Summary:
Under the direction of the Jail Manager, this position performs professional, administrative and supervisory work in assigned functions within the Correctional Facility of the Lynnwood Police Department. Ensures the safety, security and welfare of jail inmates by managing the day-to-day jail operations and activities. Plans, organizes, and manages jail operations and activities to ensure the appropriate and accurate intake, custody, discipline, control, and care of inmates on assigned shifts. Provides supervision to assigned sergeants, corrections officers, contract workers, and non-uniformed staff. Ensures the security of staff, paid professionals, volunteers and visitors. Coordinates assigned inmate activities in the jail, with contract/member agencies, volunteers, paid professionals, medical services or other outside agencies. Primary work will be in jail operations, but can also be in an office setting, based on specific assigned functions. A great deal of mobility is required. Proper judgement is required to enhance the jail's ability to perform effectively. This position interfaces with various agencies and entities for correction-related services.The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities.  Incumbent(s) may not be required to perform all duties listed and may be required to perform additional position specific duties.
  • Oversee the implementation and enforcement of the department’s policies, goals, objectives, procedures, practices and standards; maintain certifications, WASPC accreditation and PREA standards.  
  • Identify and facilitate the implementation of all training within the division.
  • Supervise and evaluate the performance of sergeants; coordinate, assign, and review work; assist in the selection and evaluation of personnel; participate in interviews; motivate and mentor staff; authorize leave and hours worked; address complaints and resolve personnel issues. Ensure hearings related to inmate disciplinary actions and reclassification status are completed in a timely manner;assurecompliancewithdueprocesslaws;prepareappropriatewritten documentation.
  • Monitor the training of new custody staff, evaluate work performance and/or behaviors, and recommend actions related to the field-training program,
  • Maintain adequate staffing levels to ensure the safety and security of inmates, staff, contract workers, and service providers through active management of the division’s scheduling software, ensuring compliance with CBA and labor law.  
  • Ensures effective security of facility tools and equipment and conducts routine inspections to ensure compliance.
  • Conduct audits and inventories of the inmate property room, which may include sending letters for left behind property.
  • Serve as the liaison with the medical service provider to facilitate cooperation and procedural continuity with custody staff.
  • Assist the Jail Manager in budget preparation and ongoing management of the jail’s budget.
  • Assist in resolving complaints, disputes, and concerns at the lowest level.
  • Ensure compliance with the collective bargaining agreements. 
  • Prepare and provide periodic or regular reports of corrections activity at the direction of the Jail Manager.
  • Attend meetings, seminars, conferences, and training as appropriate; maintain a current understanding of department functions and programs; and represent the Police Department as required.
  • Perform the duties required of Supervisors and Custody Officers in cases of emergency.

 Job Location and Equipment Utilized:
  • Work environment includes all areas of the Correctional Facility and Police Department, with exposure and interaction with police officers, court staff, department command staff, supervisors, social workers, contract workers, service providers, medical personnel, and clientele being booked or housed within the facility.
  • Safe operation of a motor vehicle.
  • City or department issued equipment and technologies. 
  • Equipment, systems, technology and software within the facility such as fingerprint equipment, security control systems, audio and video monitoring equipment, cameras, telephones, police radios, data terminals, TASER’s, handcuffs, and other restraint equipment.

Required Knowledge, Skills and Abilities:
  • Management and operations of a correctional facility, to include the civil and constitutional rights and privileges of inmates. 
  • Labor agreements and related federal and state rules and regulations and their applicability to daily operations and institutional policies and procedures.  
  • Applicable laws, codes, regulations, policies, and procedures; Division mission and goals. 
  • Current trends, developments, best practices and legislation and court decisions pertinent to Corrections. 
  • Principles and practices of supervision, organization, performance evaluations, labor relations and training.   
  • Health and safety regulations.
  • Establish and maintain trust, confidence and effective working relationships.
  • Communicating effectively both orally and in writing.
  • Training, supervising and evaluation of personnel.
  • Implement corrections programs to meet strategic goals and objectives.  
  • Prioritization and management of multiple concurrent projects and tasks.  
  • Administer and monitor departmental programs and expenditures.
  • Ability to apply labor contracts, laws and procedures, and grievance resolution process to operations. 
  • Deal with sensitive issues and maintain a professional posture and demeanor. 
  • Demonstrate positive and effective interaction and communication with people of a variety of cultures, languages, handicaps, and socio-economic situations.
  • Effectively present information and respond to questions both internally and externally.
  • Must be able to work effectively with potentially hostile and abusive individuals. 
  • Maintain confidentiality.

  • Manual dexterity and visual acuity to operate a personal computer.

  • The nature of the position can involve situations which may present a danger to personal safety.

  • Eight years of experience working in the field of criminal justice.  It must include five years of supervisory experience. 
  • Successful completion of the Washington State Criminal Justice Training Commission Corrections Officer's Academy or an equivalent out-of-state course and currently working in that field or have worked in corrections for 12 consecutive months in the past 36 months, and have attended First Level Supervision or its equivalent.
  • Knowledge of laws and regulations governing the corrections and criminal justice system.
  • Knowledge of standard and modern practices for corrections and criminal justice system.
  • Possess and maintain a valid Washington Driver’s License, or ability to obtain one within 30 days or hire, with a driving record that is acceptable to the City’s insurance carrier. 
  • Washington Crime Information Center (WACIC) certification, or the ability to obtain within three (3) months of employment.
Working Conditions:
  • This position may require work outside the standard work schedule as necessary to fulfill job responsibilities, including evenings and weekends and meetings after regular business hours.
  • May require travel for training and work purposes. 
  • Observe and abide by all city and department policies, goals, and objectives and set examples for staff.
  • Able to work well and complete duties under stress, deadlines, and while attending to multiple duties simultaneously.
  • Tolerate prolonged computer related exposure. Ability to sit/stand at a workstation for long periods of time.
  • Able to effectively deal with clients involved with the criminal justice system.
