General Description The City of Madison Parking Division is seeking to hire a new Administrative and Finance Manager. This position involves high-level professional, administrative, and supervisory responsibilities within the Parking Division. The manager will be responsible for creating and analyzing departmental programs, operations, and functions. Key duties include overseeing payroll, human resources, and purchasing within the Division. This role demands responsible managerial work focused on budget development, revenue and expenditure management, and the establishment of relevant policies and procedures. The Administrative and Finance Manager will supervise lower-level supervisors and administrative staff and coordinate their efforts effectively. This position will be a key member of the Parking Division Leadership Team, working under the general supervision of the Parking Director. The manager will also serve as a liaison to the City Finance and Human Resources Departments and contribute to the division's leadership efforts. Regular use of independent judgment and discretion is essential in this role. Examples of Duties and Responsibilities Manage and supervise the administrative functions of the Parking Division Provide expertise and consultation to managers in interpreting City administrative policies and operating practices. Develop internal administrative systems and controls. Oversee the resolution of operational or systems problems. Develop and recommend operational and programmatic standards and procedures. Evaluate and recommend policy and procedural changes in areas such as program budgeting, goal development, and long-range planning, program and budget development, and expense control. Supervise the payroll, human resources, and personnel functions of the Parking Division Serve as liaison on affirmative action matters; recommend initiatives for outreach and recruitment of under-represented groups. Oversee and supervise the division payroll, wage insurance, and hiring processes. Coordinate developing, implementing, and maintaining the division’s scheduling and payroll systems. Provide leadership, policy direction, and expert advice to staff in the functional areas of general accounting, payroll, financial management, and purchasing services. Identify and recommend operating changes to improve the effectiveness and coordination of related functions and operations. Act as the Division’s appointed authority to purchase requisitions, contracts, and account management Manage financials related to contract requirements and lease agreements. Manage, oversee, and develop Division policies relating to purchasing, including purchasing card (P-card) use. Develop processes and procedures for managing the accounts receivables and billing for the Parking Division. Provide day-to-day control over a large variety of revenues and expenditures. Ensure compliance with required accounting practices. Develop, coordinate, and monitor cash management policies and procedures for Division revenues. Provide training to supervisory-level staff in financial management, budget processes, and accounting standards and guidelines. Provide interpretation of financial problems and situations and formulate recommendations for appropriate courses of action. Assign and monitor the work of employees both directly and through lower-level supervisors Participate in and/or oversee the hiring, training, evaluation, and discipline of assigned lower-level supervisors, professionals, and administrative staff. Prioritize and assign work. Lead and supervise staff as they implement billing systems. Respond to employee grievances. Evaluate staff performance and develop approaches to improve performance when necessary. Develop, analyze, and administer the Parking Division’s Operating and Capital Improvement budgets Perform budgetary planning and cost-benefit analysis. Provide professional analytic expertise related to finances, contracts, purchasing, and staffing. Prepare and present reports relating to budget requests and/or analysis. Maintain a high level of expertise in all aspects of the MUNIS financial system, including budgeting, grant and project management, payroll, purchasing, and billing. Develop and implement improvements to various existing accounting processes, internal fiscal control systems, and/or reporting practices. Evaluate and recommend policy and procedural changes in areas such as program budgeting, goal development and long-range planning, program and budget development, and expense control. Perform related work as assigned Minimum Qualifications Four (4) years of experience in applying the following: Business management and public administration principles and practices; Various accounting systems and their applicability to municipal financial operations; Computer software applicable to the position's duties, including accounting systems; Budgetary, financial, and accounting principles and practices; Computerized data systems, including their use in accounting, finance, data manipulation, projections, and budget development and monitoring; General office procedures and supervisory principles and practices; AND Two (2) years of experience in applying the following: Public administration principles and practices; Information systems and their application to accounting and administrative systems. -OR- Three (3) years of directly related financial management experience incorporating the management of related service programs; AND Bachelor's degree in Accounting or Finance. The selected candidate will be expected to attend meetings and provide presentations outside the normal work schedule, including evenings and weekends and may also be expected to respond to situations requiring travel throughout the City.
