TITLE : STAFF ENGINEER
PURPOSE OF CLASSIFICATION :
The purpose of this classification is to assist Engineering staff in preparing technical drawings, maps, specifications, and other illustrations for planning, organizing, coordinating, and evaluating all activities relating to community planning, development, and construction of civil engineering projects, such as roads, drainage, flood control, water treatment, water distribution, wastewater treatment, wastewater collection, airports, solid waste management, landfills, GIS, and surveying. Employees in this classification serve in a project manager capacity for various projects within the disciplines of City government, including project development, design, consultant coordination, construction administration, inspection, and project closing, and direct and assist the Engineering staff in gathering field data.
ESSENTIAL FUNCTIONS :
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Serves as a project manager on assigned city departmental projects, to include project development, design, consultant coordination, construction administration, inspection, and project closing
- Works with Engineering Technician, for technical assistance and directs the work of construction inspectors.
- Trains staff in various disciplines of civil engineering.
- Develops specifications for various departments.
- Aids in developing capital project preparation.
- Computes volume of tonnage of excavations and fills and prepares graphs and hauling diagrams used in earth moving operations.
- Gathers engineering data for the purpose of writing engineering reports and completing engineering designs.
- Drafts detailed drawings of structures and installations, pertaining to roads, culverts, fresh water supply, sewage disposal systems, etc.
- Develops maps and charts showing profiles and cross-sections, indicating relation of topographical contours and elevations to buildings, retaining walls, tunnels, overhead power lines, and other structures.
- Accompanies and directs field surveys to locate grading markers or to collect data required for revision of construction drawings and infrastructure maps.
- Evaluates data and formulates cost effective alternatives for accomplishing a desired result for the City.
- Applies standard practices and techniques in specific situations.
- Adjusts and correlates data.
- Recognizes discrepancies in results; follows operations through a series of related detailed steps or processes.
- Reviews subdivision plans, land development plans, and take-off quantities; reviews assigned shop drawings; reviews drawings, specifications and other engineering data received from the Engineering staff and developers; reviews final drawings.
- Keeps abreast of engineering application software, as well as current advances, techniques, and equipment; develops and maintains expertise in computer utilization. Attends seminars and continuing education classes.
- Receives complaints; aids in prioritizing complaints and complaint resolution; assists in public relations.
- Prepares reports and submittals to state agencies.
- Assists City Engineering as requested.
- Attends Planning Commission meetings; attends public meetings as directed by the City Engineer.
- Operates a personal computer, flow meter, plotter, printer, copier, automobile, survey grad GPS, automatic level, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, GIS database, CAD or other system software.
