PURPOSE OF CLASSIFICATION
The purpose of this classification is to oversee the conception, design, and construction of all city projects within the City of Madisonville and the City’s utility service area. The City Engineer ensures that all land development projects are designed and constructed in accordance with City ordinances, state and federal permitting, and regulations. Also performs duties as assigned by the Mayor and City Administrator.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Oversees all phases of the design and construction of city capitol improvement projects, and assists utility and other departments with all projects requiring professional design services including, conceptualizing, grant applications, design proposals, project bidding, progress meetings, pay application certification, construction inspection, punch-list, completion certification, and warranty inspections.
Troubleshoots problems with department heads; receives complaints, assesses complaints through field observation; suggests solutions including engineering studies or other data gathering activities; seeks legal counsel and documentation for complaint resolution.
Administers and coordinates developer compliance with local subdivision regulation, particularly with the construction of city streets, sewer lines, water lines, and associated drainage structures, as well as the City Flood Prevention Ordinance. In coordination with the Zoning Administrator, Planning Commission Director, and Building Official ensures developer compliance with the building code, land use planning, subdivision regulation, zoning code, erosion prevention, and sediment control.
Enforces the Municipal Separate Storm Sewer System (MS4) Permit and prepares the annual report for the State Division of Water (DOW) under the federal Clean Water Act. Ensures and assists developers to get appropriate state and local permits for land disturbing activities, conducts public outreach, monitors storm water quality and quantity, and plans for needed improvements in the city storm water system.
Assumes the duties of the local Floodplain Manager under the National Flood Insurance Program (NFIP) for all projects within the city limits. Including the issuance of floodplain development permits, out reach and education, damage assessments of structures within the flood hazard area, and notices of violation as needed.
Supervises, directs, and evaluates assigned staff, process employee concerns and problems. Directs, councils, disciplines, and completes performance evaluations; interviews and recommends hiring and termination.
Consults with city department heads to develop capital budget projects.
Establishes city water line, sewer line, storm drainage system, sidewalk, and city road construction standards.
Prepares submittals to state and federal agencies for grants, permits. Advises for prioritization of state and federal projects within city limits.
Controls the standards and issues encroachment permits for work done within the city right of way and utility easements. Enforces compliance with utility franchise agreements including installation; and back fill standard and mapping reporting for private utilities operating within city limits, including gas, electric, data coms, etc.
Inspects city streets and plans for pavement preservation and repaving projects, including striping, curb and cutter, and sidewalks. Prepares a prioritized list and manages the execution of the city’s street paving and sidewalk maintenance budget.
Inspects developers’ construction of water lines, sewer lines, drainage structures, streets, sidewalks and other structures within dedicated right of way and makes recommendations to City Council and utility department heads for acceptance of these structures into the city system for maintenance.
Establish standard office policies and procedures for filing system to include development plans, plats, complaints, maintenance progress, and future projects.
Makes recommendations to the Mayor and City Council on miscellaneous issues.
Operates a personal computer, data collector flow meters, rain gauges, plotters, printers, hand tools, drafting instruments, or other equipment necessary to complete essential functions to include the use of email, word processing, spreadsheets, GIS, SQL data bases and other system software.
ADDITIONAL FUNCTIONS
Supervises and trains engineering interns in engineering practices and data collection needed for public works projects.
Conducts outreach at primary and secondary schools including presentations and participation in advisory councils.
Performs other related duties as required.

Requirements :
MINIMUM QUALIFICATIONS
Must possess an active Professional Engineering License, preferably in the Commonwealth of Kentucky; a bachelor’s degree in civil engineering; and four years of experience in engineering, surveying, construction management, or plan review; Must possess and maintain a valid Kentucky driver’s license.
