PURPOSE OF POSITION

JOB FUNCTION

This is a highly technical and responsible position that requires a great deal of independent judgment, initiative and the ability to perform specialized work. Performs a variety of administrative and technical work in the areas of fire inspection and prevention, code enforcement and public education. This position requires a great deal of independent judgment and initiative. Works under the general supervision of the FireChief, or assigned designee.

This position is considered an emergency / disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and / or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.

ESSENTIAL JOB FUNCTIONS / OTHER JOB FUNCTIONS

Conducts fire safety inspections and re-inspection of buildings including inspections for occupancy licenses, inspection of fire protection systems and devices, to include but not limited to sprinkler systems, portable fire extinguishers, fire detection and alarm systems, alternative extinguishing systems, standpipe and hose systems, and fire pumps.

Performs plans review of construction plans and documents for Code compliance.

Coordinates with Building Official for fire related code review and compliance for approval of occupancy permits and business licenses.

Orders corrections and remedies of hazardous conditions, and investigates and reports on complaints received regarding hazardous conditions or practices.

Conducts "cause and origin" investigations, including interviews of witnesses and others; and compiles reports to provide information relating to fires; secures fire scene evidence and provides assistance with the fire scene investigation as required.

Presents public education programs on safety and fire prevention topics, including giving talks, demonstrations, and presentations before community groups, schools, and other organizations or institutions.

Participates in Fire Prevention Month Activities.

Researches and responds to inquiries from the public to resolve complaints or concerns.

Monitors departmental calls, responds to emergency and non-emergency alarms and assists Operations as needed or as directed by the Incident Commander or Fire Marshal.

Routinely schedules and conducts non-emergency city programs, such as; pre-fire plans, public education and fire loss management.

Presents programs to the community on safety and fire prevention topics.

Exhibits safe working habits and driving practices.

Secures and maintains departmental issued equipment and clothing on a continuous basis.

Safely uses and operates all fire equipment, tools, and other items as necessary including the proper use and wear of safety clothing and accessories.

OTHER JOB FUNCTIONS

Deals courteously and firmly with the public to establish and maintain good public relations. Maintains a safety conscious attitude and projects this to fellow employees.

Assists in department administrative activities as assigned.

Assists in training new employees as assigned.

Participates in classroom exercises.

Perform all other duties as assigned.

MINIMUM QUALIFICATIONS / SPECIAL REQUIREMENTS

Possess an Associate's Degree in Fire Science Technology or related field or equivalent combination of education, training and / or experience.

Possess and maintains a valid Florida Driver's License.

Possess and maintains an active Certificate of Compliance as a Fire Safety Inspector I from the State of Florida.

Must comply with Department physical evaluation requirements.

Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 and ICS-200 within 90 days of employment. There may be

additional NIMS required, which will be scheduled by your Supervisor.

Must be able to obtain and maintain the following certifications or the ability to obtain all certifications within an established timeframe, determined by the FireChief, or assigned designee.

  • State of Florida Fire Investigator I Certification.
  • State of Florida Fire Instructor I Certification.
  • State of Florida Fire and Life Safety Educator I Certification.

CRITICAL SKILLS / EXPERTISE

Knowledge of modern fire suppression and principles, procedures, techniques, equipment, and municipal street systems, to include overall geography and properties, municipal fire prevention codes and company management practices and techniques.

Considerable working knowledge of assigned personnel jobs and functions; working knowledge and familiarity of the fire protection and extinguishing systems, municipal water distribution system, fire service hydraulics, and apparatus operations. Maintains continuous verification of knowledge and skills required for effective work performance through classroom and drill ground training exercises.

Maintains calm in tense situations.

Knowledge of applicable laws, ordinances, State Statues, State Uniform Fire Safety Rules and Standards, adopted model codes and standards, and City ordinances.

Ability to learn, interpret, and apply departmental standard operating procedures and city policies.

Knowledge of fire protection and extinguishing systems, municipal water distribution systems, fire investigations, and fire inspections.

Skilled in the operation of listed tools and equipment, or have the ability to learn those skills.

Ability to communicate effectively orally and in writing; exercise sound judgment in evaluating situations and in making decisions; effectively give and receive verbal and written instructions.
