Specifications are not intended to reflect all duties performed within the job.PURPOSE OF POSITIONPerform a variety of semi-skilled, skilled, and technical work in the City's operations of water treatment facilities. Exercise independent judgment and initiative to maintain and operate water treatment and distribution systems in accordance with federal, state, and local government's acts, laws, ordinances, policies, and practices. Work is performed under the general supervision of the Public Works Director, or other designated supervisor.This position is considered an emergency / disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and / or disasters of any kind, notwithstanding any other commitments the employee may have and be able to perform emergency services duties, as assigned. ESSENTIAL JOB FUNCTIONS / OTHER JOB FUNCTIONS Perform highly responsible technical work in the operation and maintenance of the water treatment facilities.Effectively and competently operate facilities in compliance with rules, regulations, policies, and standard procedures to provide public health and safety, and no adverse environmental impacts.Conduct daily operation checks of water plants and performs daily laboratory tests for water treatment facilities. Adjusts water plant process controls to maintain optimum treatment capabilities.Ensure compliance with all applicable Florida Administrative Codes, laws, standards, and permit requirements. Prepare and submit monthly, quarterly, and annual reports to various governmental agencies.Make routine adjustments to controls and take corrective actions necessary for consistent water delivery in conformance with operating directives, OEM instructions, prescribed standards, and contractual requirements under State of Florida Administrative Code and according to Federal Regulations.Maintain current knowledge of Florida Administrative Code and regulatory requirements regarding the provision of safe drinking water for a Public Water Supply System.Maintain all required Daily Plant Logs, Equipment Data Logs, Process Control Records and Monthly Operating Reports.Supervise contractors in the maintenance and repair of water plant facilities.Respond to customer complaints. Check water in homes and businesses for taste, odor, color, chemical residuals, and pressure.Repair and maintain electric motors, pumps, and chlorination and fluoride injection equipment. Removes, repairs, and installs plant meters and conducts pressure tests.Collect water samples and submit for testing of bacteria and other testing requirements to comply with Florida Department of Environmental Protection regulations.Inspect plant equipment and machinery to determine that all machinery is operating properly.Take samples of process fluid (i.e., effluent, influent, finished water, etc.) at various stages in the treatment and collection / distribution processes, preserve samples in accordance with standard practice for parameter involved, and deliver samples to laboratory. Interpret results with supervisor to determine effectiveness of treatment processes. Record results in logs and / or spreadsheets.Adjust control devices of processes, manually and / or remotely by SCADA, to provide effective treatment. Operate valves and other mechanical equipment. Inspect and adjust treatment plant equipment, such as chemical feed systems, and related equipment. Inspect records, meters and make adjustments to process based on recorded information in accordance with operating instructions.Enter data in handwritten and / or computerized logs for equipment run time, total flow / use of liquids and chemicals, process adjustments or modifications, deviations from normal conditions, and calibration / repair work. Complete regulatory required calibration / repair logs accurately and within time requirement.Inspect facility fencing, tanks, buildings, and equipment to maintain proper level of security and verify no indication of attempted or actual security breach.Change / replenish chemicals in feed equipment. Maintain awareness of safe work practices and City safety policies, including the City's Process Safety Management and Risk Management Programs.Drive to and from job locations, carrying hazardous materials.Utilize computerized maintenance system software (CMMS) to enter work orders for all repairs, to record troubleshooting and repair methods, and close out completed work. Through the CMMS, maintain updated equipment list (serial numbers, manufacturer, model, etc.) as equipment is added, deleted, or modified.Receive and understand written and verbal instructions. Read and interpret water meters and gauges, blueprints, and construction drawings.Give direction, instruct, and train other Water Division employees in the proper operation and maintenance of water treatment facilities.Coordinate activities between Plant Operators and any other division or department deemed necessary.Coordinate tasks / activities including chemical ordering, work orders, etc., in a timely manner.Monitor electronic / handwritten logs and ensure accuracy of data.Collect and submit data as required to assist with Department operations, such as budget preparation and purchasing planning.Monitor proper staffing requirements, shift schedules, and on-call schedules posted in advance, to ensure weekly shift coverage, and notify supervisor immediately of any deficiencies.Maintains availability for "standby" assignment for a week at a time or other pre-determined schedule, and availability for return to work under City's "call back" procedures. Be available for emergency callouts. Participate in rotating day / night shifts and on-call duty.OTHER JOB FUNCTIONSComplete forms, write reports, deliver messages.Participate in operations / maintenance cross-training with the Water Distribution Division.Provides back up to other related positions.Performs all other duties as assigned. MINIMUM QUALIFICATIONS / SPECIAL REQUIREMENTS Have a High School diploma or equivalent. Five (5) years of progressively responsible experience in water treatment operation, or any equivalent combination of education and experience.Possess and maintain a Florida Department of Environmental Protection, Drinking Water Treatment Plant Operator License Class "C" issued by the State of Florida required.Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.Possess a valid Florida Commercial Driver's License (CDL) certification, Class B, or obtain the CDL certification and Endorsement within six (6) months of employment.Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your Supervisor.
