PURPOSE OF POSITION

Performs a variety of supervisory, administrative, skilled, technical, and maintenance work in the planning, construction, operation, repair, maintenance, and replacement of City water systems and facilities. Work involves supervision of staff involved in water systems and facilities. Works under the general direction of the Public Works Utilities Manager and exercises close supervision over assigned personnel.

This position is considered an emergency / disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and / or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.

ESSENTIAL JOB FUNCTIONS / OTHER JOB FUNCTIONS

Plans, schedules and implements maintenance, operation and construction activities designed to provide quality water for the City; oversees construction and maintenance work to determine acceptability and conformance to standards.

Trains, supervises and disciplines employees performing the duties of maintenance, construction and repair of water facilities.

Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of water systems and other department facilities.

Inspects and supervises the repair of sodium hypochlorite and fluoride equipment, pumping stations, meters, and distribution system at frequent intervals to insure that all aspects of the systems are functioning properly.

Processes requisitions of needed supplies for the Water Division and maintain a variety of records relating to personnel, equipment, supplies, and water consumption flow reports.

Advises the Public Works senior staff and other city staff in matters relating to division activities; provides information to various civic, school and public groups and individuals regarding water problems and services.

Participates in short and long term planning of Capital Improvements projects for water production and distribution services.

Ability to interpret National, State & Local Regulations.

Supervises, instructs and assists assigned crews in installing new water lines, installing and relocating fire hydrants and meters, and maintaining the existing water supply and distribution systems.

Ensures that all necessary materials, supplies and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools and supplies as needed.

Supervises the location of gas, telephone, power, television, water and sewer lines from the appropriate sources prior to excavation and informs crew of such locations.

Responds to complaints regarding water leaks, pressure loss or no water; evaluates situation to determine if liability lies with the city or the property owner; explains findings to property owners and notifies appropriate water crew if necessary.

Contacts residents and business owners in areas where services will be discontinued and explains when services will be shut off and how soon it will be turned back on.

Ensures the proper maintenance of equipment and tools by supervising and participating in cleaning and checking equipment and tools after use.

Oversees the safety of assigned personnel and operators by instructing individuals in proper safety procedures and monitoring work in progress.

Trains, supervises, evaluates, and disciplines employees assigned to the Water Division to ensure employees are performing assigned duties in an efficient and effective manner.

Inspects and assists in the control and use of supplies and equipment used in the maintenance, construction and repair of water lines and other division facilities to ensure that all equipment is in proper working order.

Analyzes annual operating costs and makes recommendations for division budget.

Analyzes and projects the needs of the City for equipment and materials for completion of the same.

OTHER JOB FUNCTIONS

Operates a variety of power construction and maintenance equipment used in the Water Division.

Attends conferences, meetings, and other related functions to keep abreast of current trends in the field; represents the division in a variety of local, county, state and other related events.

Provides back up to other related positions.

Performs all other duties as assigned.

MINIMUM QUALIFICATIONS / SPECIAL REQUIREMENTS

High school diploma or equivalent. Seven (7) years of progressively responsible experience related to the construction, repair and maintenance of water systems, including the operation of related maintenance equipment, plus a minimum of three (3) years of experience as a supervisor, or any equivalent combination of education and experience.

Possess a State of Florida Department of Environmental Protection Distribution System Operator License 3.

Possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 and ICS-200 within 90 days of employment. There may be additional NIMS required, which will be schedule by your Supervisor.

Must possess and maintain a valid Florida Driver's License.

SPECIAL REQUIREMENTS

Possess a State of Florida Department of Environmental Protection Distribution System Operator License 2

Possess State of Florida Department of Environmental Protection Treatment Plant Operator Class "C" Drinking Water License within two years of employment.

Possess a Florida Stormwater Erosion and Sedimentation Control Inspector Certification or obtain within six (6) months of employment.

PREFERRED QUALIFICATIONS

Possess a State of Florida Department of Environmental Protection Distribution System Operator License 1 or obtain within one year of employment.

CRITICAL SKILLS / EXPERTISE

Ability to exercise sound judgment in evaluating situations and in making decisions. Thorough knowledge of pipe installation, connection and repair.

Ability to guide, direct and motivate employees.

Thorough knowledge of equipment, facilities, materials, methods and procedures used in public water supply and distribution systems.

Ability to organize and supervise the activities of various crews performing construction and maintenance work.

Ability to communicate effectively, verbally and in writing, and ability to establish and maintain effective working relationships with employees, other divisions, other departments and the public.
