PURPOSE OF POSITION
Performs a variety of technical, administrative, and supervisory work while researching, coordinating, and directing current and long-range planning and zoning requirements, mapping and graphics, building inspection functions and City development and redevelopment implementation. Evaluates and develops strategies for meeting the City’s operating, growth, and economic development objectives. Manages and directs the operation of the Building Safety and Code Compliance Division; Geographic Information System (GIS)/Mapping Division, Community Redevelopment Agency, and Planning and Zoning Division. Work is performed under the general supervision of the Assistant City Manager.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.
Researches and responds to inquiries and concerns from the public regarding City development, zoning and land use.
Reviews, updates, and manages the comprehensive development plan, small area master plans, and land development plans and regulations as mandated by statute. Identifies levels of service, funding sources and associated activities necessary in planned development. Monitors intergovernmental coordination.
Responsible for economic development activities. Prepares and coordinates grant requests to obtain federal and state financial assistance for a variety of City objectives, including capital improvements and operating and maintenance functions. Evaluates private sector requests to the City for tax abatement assistance through either state or City programs and makes recommendations to the City Council to either support or deny such funding requests.
Reviews and recommends disposition of building and development plans as committee chairperson for the Development Review Committee.
Develops and coordinates all requirements to evaluate requests for proposal (RFP’s) to include collection and evaluation of relevant data, coordination of appropriate citizen participation, bid reviews, and coordinates with other City departments and City Council selection of most suitable proposal.Reviews, directs, and monitors the development of computerized databases and mapping systems.
Develops, monitors, and conducts special development projects. Coordinates departmental assets and appropriate funding.
Acts as the Purchasing Agent for the department, responsible for monitoring and approving purchase orders and travel requests. Ensures purchasing and travel are in compliance with policies, procedures, and associated budget.
Organizes and manages the Department’s disaster preparation and disaster recovery (damage assessment) program, in conjunction with the City’s overall disaster management program.
Coordinates the recruitment, hiring, and training of employees; and recommends changes to employee pay.
Oversees and directs the Building Safety and Code Compliance Division. Ensures compliance with established policies/procedures, and enforces state and City building codes. Reviews, directs and monitors building permit and inspection services and code enforcement processes.
Makes regular presentations to the Planning and Zoning Commission and City Council relative to the development or application of public policy.
OTHER JOB FUNCTIONS
Attends conferences and meetings to keep abreast of current trends in the field of growth management.
Represents the City staff at Planning and Zoning Commission and City Council meetings, as well as at other City board meetings as appropriate.
Serves as a member of various committees.
Provides back up to other related positions.
Performs all other duties as assigned.
Master’s degree, or equivalent experience, in planning, public administration, civil engineering, urban design, law or other related field which includes land use planning or urban planning. Seven (7) to ten (10) years’ experience working in land and urban planning, managing community/economic development, engaging in CIP and CDP preparation and presentations, taking a leadership role in inter-relationships between components of the developing and redeveloping urban environment, including making oral presentations to large groups in order to influence the development of appropriate public policy response to various initiatives. Must have minimum of five years of supervisory experience.
Certification by the American Institute of Certified Planners is preferred.
Must possess a valid Florida driver’s license.
Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 and ICS-200 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your Supervisor.
Must possess the Cyber Security Awareness Training for State of Florida Employees within 30 days of employment and maintain it every year thereafter per state statute 282.318(4)(i).
Considerable knowledge of planning and zoning requirements as well as growth management policies and practices.
Knowledge of uniform building and general construction codes.
Ability to establish effective working relationships with contractors, developers, architects, engineers, owners, and the general public.
Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; ability to communicate effectively both orally and in writing; ability to exercise sound judgment in evaluating situations and in making decisions; and ability to establish and maintain effective working relationships with employees, supervisors, and the public.
Skill in preparing annual budgets.
Salary : $119,694 - $149,618
