Performs a variety of routine and complex technical and professional tasks in current and/or long range planning for the City; and in the development and implementation of land use policies and regulations. Performs research for both long range and current planning of the City involving land use policies and regulations; and incorporation of strategies and initiatives to aid in meeting the City’s operating and growth objectives. Works under the general supervision of the Senior Planner.

Performs professional planning work involving research, analysis, and public policy development. Interprets local and state law related to planning and applies it to daily situations.

Responds to requests for information, verbally or in writing, to citizens and professional personnel.

Assists in the development review process; reviews building permits and occupational licenses for zoning compliance; receives development applications and performs sufficiency reviews; prepares mailing lists and location maps; distributes packets for formal review; prepares development reports, establishing the base report form and analyzing projects for compliance with City regulations and concurrency requirements; updates tracking reports and records; monitors project reporting requirements and deadlines for planned developments, conditional uses, site plans, development agreements, etc.

Researches and prepares written reports for zoning and other regulatory modifications or requests; collects and analyzes data for use in evaluating various regulations and development requests; assists Senior Planner in preparing written reports and providing oral presentations on regulatory or planning/zoning issues; assists in writing zoning compliance and development review letters.

Prepares grant applications and tracks the implementation of grant projects. Reports progress to Senior Planner.

Makes formal, professional presentations to City boards and committees and may be responsible for coordination of activities of such board or committee.

Prepares reports and recommendations for long and short term elements of the comprehensive development plan as mandated by State Statutes; provides research for special requests by Boards or others; assists in the formulation of small area strategic plans; acts as liaison with neighborhood or other ad hoc groups to formulate and implement plans.

Conducts field and office studies to collect supporting data; analyzes data for use in the City’s Comprehensive Plan or other special projects; identifies levels of service, funding and implementation activities; prepares detailed written and graphic presentations to support research and studies.

Ensures that land use and/or other planning maps are current and accurate. Assists in the development/maintenance of departmental database and mapping systems.

Assists with grant and other funding research; collects and analyzes opportunities for funding; assembles necessary information and prepares applications for submittal (bike/ped; historical; park; etc.).

Implements/monitors special development and master plan projects (Cultural Corridor, Quality Neighborhood Programs, etc.); coordinates streetscape improvements for the Cultural Corridor (signs, gateways, special installations, etc.); assists with Downtown streetscape features (sidewalks, signs, etc.) monitors compliance with approved standards.

OTHER JOB FUNCTIONS

Attends Planning and Zoning Commission meetings, as assigned and may act as primary staff representative in the absence of the Senior Planner.

Meets with developers to discuss and negotiate development parameters. Serves as a member of various staff committees and as staff liaison for various Boards and/or ad hoc group meetings (day and night) as assigned.

Attends professional development workshops and conferences to remain current in trends and developments for municipal planning.

Prepares and delivers Planning and Zoning Commission meeting packets.

Assists other planning staff members as necessary.

Performs all other duties as assigned.

Masters’ degree from an accredited four (4) year college or university with a degree in public administration, planning, landscape architecture or a closely related field with a three (3) years of progressive planning experience; or any equivalent combination of education, training, and experience, 
or
Bachelors’ degree from an accredited four (4) year college or university with a degree in public administration, planning, landscape architecture or a closely related field with five (5) years of progressive planning experience; or any equivalent combination of education, training, and experience.
Possess and maintain a valid Florida Driver's License.

Possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your supervisor.

PREFERRED QUALIFICATIONS

American Institute of certified Planners certification (AICP) certification is preferred.Demonstrated skill in Power Point and graphic presentations and drawings involving drafting and illustrating.

Ability to read and understand site plan drawings and construction documents.

Ability to write concisely and to follow appropriate technical formats for reports.

Considerable knowledge of zoning laws, regulations, urban design and comprehensive plans to include their formation, adoption process, and enforcement; planning programs and processes; and good knowledge of personal computers.

Demonstrated skill in operation of the listed tools and equipment.

Ability to accomplish independent research and conduct accurate and thorough research/analysis.

Skill in analyzing facts and exercising sound judgment in arriving at conclusions.

Ability to lead meetings and to communicate effectively, both orally and in writing, with architects, contractors, developers, owners, supervisors, employees, and the general public.

Strong organizational skills. Ability to effectively interact with others and meet multiple deadlines in an environment of rapidly changing priorities.

Salary : $74,319 - $92,901
