Perform a variety of semi-skilled, skilled and technical work, to include administrative work involving the operations of the City's Utilities Division.  The work performed will be in the area of water distribution system, or wastewater collection and transmission, or stormwater, depending on the assigned discipline. Works under the general direction of the Public Works Director, or assigned designee.

This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers.  City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.Delegate, coordinate, and direct the work assignments and scheduling of assigned utilities service crews including Water Distribution, Wastewater Services, or Stormwater/Drainage.

Oversee efficiency, production, safety and work habits of division staff; train employees in standard operating procedures and equipment use; inspect work in progress and upon completion for compliance with safety and standards. Instruct subordinates in the proper standard operating procedures and proper use of all equipment, machines and other tool usage.

Review work orders, organize and coordinate field activities of crews involved in the construction, operation, maintenance and repair of the water distribution system, wastewater transmission or stormwater drainage system.  

Oversee the work of personnel in the repair, maintenance, operations and upgrading of the water distribution, wastewater transmission and stormwater conveyance systems.  

Interacts with contractors and developers on the installation and inspection of proposed water distribution, wastewater, storm drain or such systems that are under construction.

Determine equipment, materials and supplies required for each project and procure items in accordance with established procedure.

Assist with the preparation of special projects; cost and equipment analysis, reports and specification documents.

Assist in the preparation of divisional and departmental budgets; purchase equipment and supplies; contract services.

Gives technical direction in the installation, of mechanical pipe work and heavy equipment operation.

Assists in the inspection and subsequent reporting of all deficiencies found on new construction "as-built" plans.

Responds to emergencies related to all city utilities systems and coordinates efforts to isolate and repair breaks, stabilize the area and restore services.

Act as liaison to other division, departments and management; prepare operational reports; respond to and resolve inquiries and complaints.  Coordinates divisional work with other divisions or departments.  

Inspect and answer customer complaints.

Prepare daily work orders, reports and records.

Maintain records of divisional activities including scheduling and attendance.

Assist in the preparation of proper procedures for work activities, including ensuring compliance with established standard operating procedures.

Assist in the placement of M.O.T. (Maintenance of Traffic) plan.

Coordinate and assist in the preparation of proper procedures in calling for locates through Florida State Sunshine One Call.

Coordinate all job site restoration repairs. Acquire densities as needed; prepare restoration repair work orders and send to the proper departments, sod restoration and any other issues related to job site restoration.

Prepare notices in accordance with DEP safety and operational procedures. Assist in completing specification documents DEP malfunction reports.

Participates with Utilities Superintendent in the selection, placement, promotion, training, safety, appraisal and discipline of subordinate personnel.  Assists the Utilities Superintendent with evaluating the work of employees.

Maintains availability for “standby” assignment for a week at a time or other pre-determined schedule, and availability for return to work under City’s “call back” procedures.

WHEN ASSIGNED TO WATER DISTRIBUTION:

Oversees the work of staff involved in the coordination of cross-connection and backflow prevention field work with other governmental/regulatory departments and agencies.

Investigates and inspects existing facilities for potential and/or real cross connections.

Oversees the City’s cross-connection/backflow prevention program.  

WHEN ASSIGNED TO WASTEWATER TRANSMISSION:

Oversees the work of staff involved in a sanitary sewer preventive maintenance program providing TV inspection, cleaning, repair and construction of the wastewater collection system; the operation, maintenance, cleaning, inspection, preventive maintenance, repair and construction of the City's sanitary sewer system; Orders and accepts delivery of chemicals, equipment and materials while monitoring contractors.

WHEN ASSIGNED TO STORMWATER/DRAINAGE CONVEYANCE:

Plans, organizes, schedules, assigns and assists unskilled, semi-skilled and skilled employees engaged in street sweeping activities and the repair and maintenance of the City’s storm water infrastructure, bridges and seawalls.

Schedules, oversees and assists in the repair and maintenance of sea walls, retaining walls, bridges, culverts and boat launching ramps.

Oversees and participates in the repair, maintenance and enhancements of drainage ditches, storm sewers, catch basins, and related appurtenances and the chemical spraying of drainage ditches and lakes.



OTHER JOB FUNCTIONS:

Ability to plan, layout and oversee the work of subordinate personnel.

Ability to read and understand utilities water atlas, blueprints and/or profiles.

Ability to establish and maintain effective working relationships with employees and the general public.

Considerable knowledge of the water distribution, wastewater, and stormwater/drainage systems geographical area.

Knowledge of material, methods, practices, equipment and safety procedures used in the construction, maintenance, and repair of water distribution, wastewater system, and stormwater/drainage system.

Perform other duties as assigned.GENERAL REQUIREMENTS:

Have a High School diploma or equivalent. Four or more years’ progressively responsible experience in the operation of a water distribution system, stormwater drainage conveyance system or waster transmission system or any equivalent combination of education, training, and experience, plus supervisory experience.      

Possess a valid Florida Commercial Driver's License (CDL) certification, Class B, or obtain the CDL certification within six (6) months of employment.

Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your Supervisor.


WHEN ASSIGNED TO WATER DISTRIBUTION:

SPECIAL REQUIREMENTS:

Possess and maintain certification as a Florida Level 3 Distribution System Operator License.

Possess and maintain a Florida Department of Environmental Protection, Drinking Water Treatment Plant Operator License Class "C".

WHEN ASSIGNED TO WASTEWATER SERVICES:

SPECIAL REQUIREMENTS:

Possess a Pollution Control Operators' Association Voluntary "C" Wastewater Collections and Two years progressively responsible experience in wastewater operations.

Possess a Pollution Control Operators' Association Voluntary "B" Wastewater Collections Technician Certification or obtain within one (1) year of employment.

WHEN ASSIGNED TO STORMWATER/DRAINAGE:

SPECIAL REQUIREMENTS:

Possess a Restricted Use Pesticide Application license in aquatics or obtain within six (6) months of employment.

Possess a Florida Stormwater Association (FSA) Stormwater Operator Certification Level 1 and Level 2 within twelve (12) months of employment.
