Position Summary
The City of Manassas is seeking a skilled GIS Analyst to create, maintain, and enhance GIS data (primarily Stormwater & other Utiliites data) and mapping applications in ArcGIS Enterprise and Online platforms, making cartographically sound hardcopy/PDF maps, and deploying and supporting commercial-off-the-shelf GIS applications for City departments. This role ensures data accuracy across multiple platforms, supports geospatial analysis, and develops GIS applications to aid City operations.
The ideal candidate should have experience with ArcGIS, Enterprise Geodatabases, GIS web applications, GPS data collection, and data analysis tools such as Microsoft Excel and Access. Strong attention to detail, problem-solving skills, and the ability to collaborate across departments are essential.

Essential Job Functions

- Maintains and updates GIS data using ArcGIS in a versioned environment, ensuring GIS data maintains quality standards
- Performs geospatial techniques such as buffering, geocoding, and geo-rectification.
- Updates GIS data from a variety of different workflows.
- Creates and manages GIS applications, web maps, dashboards, and reports.
- Supports end-users by troubleshooting GIS and ESRI applications and managing web services to ensure appropriate data is maintained.
- Performs quality control on field-collected data and research mapping information.
- Queries data to support reporting and analysis based on GIS data features and attributes, GIS application/web map/dashboard use, joined data attributes, and field collection efforts.
- Assists in GIS integration with third-party software and support technical GIS needs.
- Maintains fixed assets for the City using GIS and a Utility Database.
- Performs field checks and quality control checks on data through topology, attribute review, Ortho and Oblique imagery review, and limited statistical analysis.
- Develops training materials and provides GIS-related training for data stewards or field crews.
- Generates high-quality cartographic visualizations and respond to GIS data requests.

Minimum Required Qualifications
Bachelor's degree in GIS or a related field; supplemented by three (3) years of progressively responsible experience in GIS, or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. Must have successfully completed required courses and certifications; may be required to obtain additional certification(s) as deemed necessary by the City.
