Pay Range - $70,000 - $90,000

General Description: The principal function of a City Grant Coordinator in the Mayor’s office is to identify, define and develop funding sources to support new, existing and planned community improvement program activities as well as lead the development, writing and submission of grant proposals to applicable funding agencies for all departments within the City of Manchester in order to secure funds for City initiatives. The work is performed under the supervision and direction of the Mayor’s Office, but considerable leeway is granted for the exercise of independent judgement and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other City employees, State and Federal officials and agencies, business and community organizations and the public. The principal duties are performed in a general office environment.

Examples of Essential Work (Illustrative):

  • Coordinates and leads the grant procurement activities of a grant program that supports capital improvement, economic development and special projects for the City of Manchester, NH;
  • Locates alternative funding sources through monitoring of Notice of Funds Availability (NOFAs), studying private funding sources and State and Federal Government agencies to determine compatibility of objectives and studying current trends in legislation which may affect funding levels for municipalities;
  • Ensures quality, accuracy, and completeness of all submitted grant proposals and ensures grant opportunities are well researched, well-written, well-documented with a well-developed budget;
  • Conducts inter-department meetings to identify and prioritize project needs, coordinate and research grant preparation assignments;
  • Oversees and tracks all grant milestones including, but not limited to, proposals in development, submitted proposals, issued/cancelled proposals, deliverable deadlines and communication and awards;
  • Writes grants for specific funding sources and follows-up on application status with officials reviewing grant proposals as appropriate;
  • Edits draft applications for accuracy, completeness and clarity;
  • Ensures compliance with all Federal and State and other funding agencies;
  • Provides timely advice and information on funding opportunities, requirements and procedures to department heads and Mayor;
  • Provides technical assistance to various departments to ensure that the grants are properly administered and reporting to grant agencies is provided in a timely manner;
  • Performs detailed budget analysis in support of grant functions;
  • Performs special projects as requested;
  • Serves as the liaison to all departments and funding agencies within the City;
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
  • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
  • Responds to citizens’ questions and comments in a courteous and timely manner;
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • Performs other directly related duties consistent with the role and function of the classification.

Required Knowledge, Skills and Abilities

  • Thorough knowledge of all current principles and practices involved in grant identification, development, procurement and administration;
  • Substantial knowledge of current principles and practices associated with public administration;
  • Ability to develop and write detailed grant documents according to specific instructions from funding agencies;
  • Ability to research grant funding sources and grant application procedures;
  • Ability to perform budget calculations as they relate to City operations;
  • Ability to interpret accounting reports and records and analyze accounting data for control and reporting purposes;
  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
  • Ability to understand and follow oral and/or written policies, procedures and instructions;
  • Ability to prepare and present accurate and reliable reports containing findings and recommendations;
  • Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks;
  • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
  • Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
  • Integrity, ingenuity and inventiveness in the performance of assigned tasks.

Acceptable Experience and Training:

  • Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Business Administration, Liberal Arts or a closely related field; and
  • Considerable experience in grant/loan applications, preferably in a government or non-profit work environment; or
  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Essential Physical Abilities:

  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively;
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review a wide variety of material in both electronic and hardcopy form;
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate a personal computer and related equipment;
  • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to function in a general office environment.
