BASIC FUNCTION :
Pursuant to Section 2.20.040 of the Manteca Municipal Code, the Fire Chief is appointed by the City Manager. Under the direction of the City Manager, plans, organizes, controls and directs the activities, personnel, resources and operations of the Manteca Fire Department including fire suppression, fire prevention, hazardous materials mitigation, fire and safety code compliance, and emergency medical services to protect lives, property and the environment from human and natural disasters; supervises and evaluates the performance of assigned personnel; assures department compliance with and enforcement of applicable Federal, State, and local laws, ordinances, and codes; provides highly responsible and complex administrative support to the City Manager. Serves as a member of the City's Senior Leadership team and provides highly responsible assistance to the City Manager through administrative, coordinative, analytical and liaison capacities.
DISTINGUISHING CHARACTERISTICS :
This is a single, department head position. The Fire Chief's duties are administrative / managerial in nature. Incumbent has extensive contact with public officials, State / Federal / local agencies, other public / private organizations and the general public. Incumbent exercises a high level of independent authority. The classification of Fire Chief is distinguished from the classifications of subordinate Chief classifications by its level and degree of responsibility for broad oversight of all Department functions
Example of Duties
ESSENTIAL DUTIES :
Work closely with the City Manager in setting and carrying out the City's vision, mission, and objectives for the Fire Department; including but not limited to long-range strategic planning, financial management, and administration of policies, procedures, programs, goals and objectives unique to the department.
Plan, organize, control and direct the activities, personnel, resources and operations of the Manteca Fire Department.
Supervise and evaluate the performance of assigned staff; review and approve hiring, training, promotions and assignments; discipline and recommend the termination of employees as appropriate.
Coordinate Department services and programs to meet the needs, goals and objectives of the City; develop and implement departmental policies, rules, regulations and general orders designed to prevent and minimize the loss of life and property in emergency situations.
Develop and prepare the annual preliminary budget for the Fire Department; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
Oversight and / or delegation to subordinates to serve as the City's Emergency Operations Manager including the following duties : Oversight of the emergency operations center; coordinate with county, state and federal authorities during disasters; plan and execute city wide disaster preparedness training.
Ensure the management and delivery of services for cooling and warming centers as required.
Organize and direct fire prevention inspections of commercial and residential buildings; investigate complaints from citizens regarding fire hazards; assure proper enforcement of fire prevention codes and ordinances; review community development plans to assure compliance with fire prevention codes and ordinances.
Plan, organize and direct training and educational activities in fire suppression, emergency medical aid, hazardous materials, use of equipment, special assignments and other matters to enhance departmental readiness and efficiency.
Respond to major emergency incidents as required and assume or delegate command; direct appropriate actions to protect life and property and control the spread of fire.
Direct the maintenance and repair of Fire Department equipment, apparatus and facilities; evaluate departmental requirements and approve appropriate purchases of supplies and equipment.
Facilitate fire prevention by directing community educational activities and demonstrations.
Attend, chair and participate in a variety of meetings, boards and committees; attend civic events and represent the Fire Department; prepare and deliver oral presentations to civic groups regarding departmental functions and activities.
Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to personnel, incidents and operations of the Department; prepare and submit monthly reports to the City Manager and City Council regarding Department activities.
Communicate with other Departments, personnel, outside agencies and members of the community to exchange information, coordinate activities and services, and resolve issues or concerns; confer with other Fire Chiefs to coordinate resources and discuss federal legislation related to firefighting.
Provide technical expertise, information and assistance to the City Manager regarding Department functions; plan, organize and implement long and short-term programs and activities designed to develop Department programs and services.
Operate a computer and assigned software programs; operate other office equipment as assigned; drive a vehicle to conduct work.
Analyze staffing needs and apportion work among the divisions; define reporting relationships and delegate authority as needed to accomplish Fire Department goals.
Participate as a member of the City's Executive Team; provide assistance to the City Manager and the City Council on fire service related matters.
OTHER DUTIES :
Oversight of education, outreach and social media for Fire Department services.
Perform related duties as assigned.

Supplemental Information
EDUCATION AND EXPERIENCE :
Any combination equivalent to : bachelor's degree in fire science, public administration or related field and five years increasingly responsible supervisory, management and / or command experience in a fire department. At least two years at the rank of Battalion Chief or higher is preferred.
LICENSES AND OTHER REQUIREMENTS :
Must possess and maintain throughout employment a valid California class "C" driver's license with a driving record sufficient to be insurable through the City.
Completion of California Fire Service Training and Education System (CFSTES) Chief Fire Officer certification and / or National Fire Academy Executive Fire Officer (EFO) program certification or its equivalent is required.
California State Fire Marshal Certified Chief Officer desirable.

DEFFERED COMPENSATION & SUPPLEMENTAL RETIREMENT PLANS :
457(b) Plan - Employees may voluntarily contribute to this plan with a minimum contribution of $10.00 per pay period.
401(a) - Non-sworn Department Heads will be eligible for Mission Square 401 Supplemental Retirement enhancement. The City will contribute five percent (5%) to this plan, and the participant may voluntarily contribute after-tax dollars.
This 401(a) plan supplements the CalPERS retirement benefit to provide the following vesting schedule : 1 year = 33% / 2 years = 67% / 3 years =100%

Employees shall receive $10,000, plus an equivalent amount to their annual salary of group life insurance coverage upon being employed one full calendar month. The City shall pay all premium costs for life insurance coverage. (Supplemental coverage available)
VACATION LEAVE :
Effective February 1, 2025, Department Head shall be entitled to vacation leave accrual based upon their total years of service working for a public agency, subject to verification and approval by the Director of Human Resources. Qualifying public agency service includes City, County, Special District or State. Vacation will accrue on a semi-monthly pay period basis, in accordance with the following accrual rates shown below and the Personnel and Rules and Regulations.

49 thru 96 months 120.00 hours annually (5 hours per pay period)

The maximum vacation accrual limit shall be three (3) times the annual accrual rate. Once the vacation cap is reached, no additional accruals of vacation will be made until the reduction is at least equal to the monthly accrual. Payment for cashing out up to 80 hours of vacation leave per fiscal year may be made upon request.
ADMINISTRATIVE LEAVE :
Employees will receive 120 hours per fiscal year (300 hour cap)

SICK LEAVE :
Employees shall accureshall accrue 96 hours of sick leave annually for each full month of continuous service.
FLOATING HOLIDAYS :
Employees will receive four (4) floating holidays the first pay period in July of each year. Employees will not be allowed to carryover the floating holidays. The floating holidays cannot be cashed out in lieu of taking the day off.
HOLIDAYS : 12 Fixed Holidays
STIPEND :
Effective July 1, 2020, employees will receive a non-PERSable stipend equal to 6% of their base salary. The 6% stipend can be cashed out or placed into a deferred compensation account. An employee hired after July 1 will receive a prorated stipend in the fiscal year in which they were hired.
LONGEVITY PAY :
Employees with over five years of continuous employment with the City of Manteca are eligible to be considered for one longevity bonus per year of 10% of one month's base salary. Employees with ten years of continuous employment are eligible for 20% of one month's base salary.
