Status : Open Until March 2, 2025
This position works under the general direction of the City Manager and is responsible for planning, organizing, and directing the financial operations for all City / BLW services. Work is performed with wide latitude for the exercise of independent judgment and is reviewed by the City Manager for results obtained.
Essential Job Functions :
Plans, organizes, and directs the accounting, budgeting, business license, purchasing, and tax divisions.
Formulates and implements policy standards for the department.
Develops, installs, and maintains accounting and budgetary systems which provide control of expenditures.
Ensures compliance with all federal, state and local laws in regard to financial matters. Informs the City Manager of any irregularities or financial problems.
Invests and monitors various funds and bonded indebtedness.
Advises City Manager on matters concerning conditions of appropriations, extent of expenditures, and financial matters.
Maintains accounts of all municipal financial transactions.
Establishes and monitors cash flow system.
Evaluates performance of personnel.
Prepares departmental reports.
Responsible for oversight and preparation of Comprehensive Annual Financial Report.
Frequently performs public speaking and gives presentations to employees, the executive team, and elected officials.
Performs other related duties as assigned by City Manager.
Knowledge Skills and Abilities :
In-depth knowledge and skill in the understanding and use of the standards and principles used in the government finance area as defined by Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB).
Knowledge of requirements necessary to prepare an Annual Comprehensive Financial Report.
Knowledge and skill in the use of computer-based financial systems and MS Office software, including Word, Excel, Outlook, and Access. Prefer knowledge of HTE financial software applications.
Knowledge and skill in public sector budgeting, financial accounting principles, pension plan design, and investment oversight issues.
Knowledge in the areas of purchasing, tax, business license, and bond procedures.
Skill in supervising, evaluating, and managing personnel in diverse divisional functions, including the ability to plan, assign, coordinate, and establish priorities.
Analyzing processes and making recommendations for improvement; developing and implementing strategic plans.
Skill and ability to oversee and advise on pension fund management and investment policy issues.
Ability to plan, organize, and direct a comprehensive program of financial services.
Ability to maintain complex financial records and prepare reports.
Ability to exercise good judgment in evaluating situations and making decisions.
Thorough knowledge of research methods and practices, including statistical analysis.
Knowledge and skill in public sector budgeting, financial accounting principles, pension plan design, and investment oversight issues.
Ability to plan, organize, coordinate, prioritize, assign, and evaluate the work of finance professionals and support staff.
Ability to communicate, verbally and in writing, and using interpersonal skills as applied to presentations and interaction with the City Council, Board of Lights & Water members, City Manager, department heads, employees, the public, etc. sufficiently to exchange or convey information professionally and to receive direction.
Ability to establish and maintain effective working relationships with other employees, city officials, vendors, and the public.
Valid Georgia driver’s license (or the ability to secure), and a satisfactory seven-year driving history, to include no DUI’s in the last five years.
Preferred Qualifications :
Bachelor's degree in finance or a closely related field.
CPA certification, MBA or MPA degree preferred.
Minimum of 10 years professional experience in governmental accounting and financial management, including 5 years of supervisory experience.
