Division Chiefs fill a crucial role within the Marina Fire Department and serves a dual role, fulfilling the duties and responsibilities of both a Battalion Chief and a Division Chief.  The Battalion Chief duties mostly provide day to day operational functions that include, but are not limited too, responding to emergencies, providing Incident Command, requesting Mutual Aid and ensuring that our City is always ready to respond to an emergency along with daily risk assessment, accountability and communications.  The Division Chief serves as the Duty Chief on a rotating basis and is subject to emergency call while on and off duty.   The Division Chief also plans, supervises, and coordinates training activities, oversees project management, and assumes administrative duties as required.   The Division Chief also provides highly responsible and complex staff assistance to the Fire Chief.  The Division Chief is also subject to staff rotational assignments that include Fire Marshal, Training/Operations, and EMS/Admin/Maintenance staff assignments. 

SUPERVISION RECEIVED AND EXERCISEDReceive direction from the Fire Chief.  This classification exercises supervision of assigned, subordinate and support personnel of the department.The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.  Duties may include, but are not limited to, the following:
  • Researches and recommends department policy.
  • Supervises and coordinates station duties and assignments.
  • Functions as the Fire Marshal, reviewing plans, inspections and providing input into new developments.
  • Oversees department project managers.
  • Works on Emergency Planning and in the Emergency Operations Center
  • Oversees specialized and regular maintenance for department apparatus.
  • Oversees EMS operations and Quality Assurance.
  • Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of the service delivery methods and procedures; allocate resources accordingly as it relates to the needs of the City.
  • Plans, organizes, schedules, conducts, and evaluates the Fire Department’s training program.
  • Develops and oversees maintenance records, documentation of compliance such as SCBA fit testing, Firefighter Drivers Licenses, Hose and Pump test records along with EMT certifications and any other mandated license or certification records. 
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of fire suppression, fire prevention, rescue operations and fire investigation.
  • Coordinates specialized drills such as hazardous materials, rescue, and emergency medical services.
  • Coordinates Fire Department’s fire communications radio system including policies and procedures.
  • Directs and conducts fire investigations to determine cause and origin. 
  • Manages and coordinates pre-fire planning activities for engine company personnel.  
  • Manages and coordinates the Reserve Firefighter Program training. 
  • Commands fire department resources on all types of emergencies including the most complex fire, rescue, and hazardous material incidents.
  • May serve as Strike Team Leader or other certified & qualified overhead position.
  • Performs related duties and responsibilities as required.

Knowledge of:
  • Principals, practices, methods and techniques of fire suppression, prevention and investigation.
  • EMS skills.
  • Methods and principles of fire suppression, fire investigation and fire prevention.
  • Labor laws and the ability to manage both volunteer and career personnel.
  • Management skills to analyze programs, policies and operational needs.
  • Principles and practices of program development and administration.
  • Principles and practices of municipal budget preparation and administration.
  • Principles of supervision, training and performance evaluation.
  • Pertinent Federal, State, and local laws, codes and regulations.
  • Must pose good judgment and strong decision-making skills.
 Ability to:
  • Function as Incident Commander on a wide variety of emergency incidents.
  • Plan, organize, direct and coordinate the work of lower level staff.
  • Select, supervise, train and evaluate staff.
  • Delegate authority and responsibility.
  • Respond to emergency situations on an on-call basis.
  • Prepare and administer large and complex budgets.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Interpret and apply Federal, State and local policies, laws and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain mental capacity, which allows the capacity to make sound decisions and demonstrate intellectual capabilities.
  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
 

Education, and Experience

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: Training: State Fire Training: CA State Company Officer or Equivalent, CA State Chief Officer or Equivalent to be completed before completion of probation. 

 Experience: Five (5) years of increasingly responsible experience in fire prevention or fire fighting including two years in  a supervisory role over support fire personnel.  

 License or Certificate: 

        Possession of a valid California Firefighter exempt driver’s license

·       Possession of a valid Hazardous Materials on Scene Commander Certificate.

·       Possession of a valid California State Fire or Chief Officer Certificate, (Chief Officer may be completed during probation.)

·       Possession of a valid Emergency Medical Technician Certificate;

·       Possession of a valid Health Care Provider CPR card; 

·       Incident Command System 100, 200, 300 & 400

Special Requirement: Must be able to pass a background investigation, which includes extensive DOJ criminal record check and an FBI check; Establish and maintain residency within 20 minutes normal driving time from the Marina Fire Department.  Pass a medical examination, which includes a drug test. A non-smoker; must be U.S. citizen; must be at least 21 years of age at time of appointment.

After the evaluation of minimum qualifications, examination parts for this recruitment may include, but are not limited to the following: written exam, performance exam, oral appraisal interview, physical ability test, oral presentation, project assignment, etc. If moved forward, candidates will be notified via email of the type of examination required for this recruitment.

Emergency medical aid unit, fire apparatus, fire pumps, hoses, and other standard firefighting equipment, ladders, first aid equipment, radio, pager, personal computer, phone.

The noise level in the work environment is usually moderate, except during certain firefighting or EMT activities when noise levels may be loud.
