Description

DEFINITION : The City of Marshall seeks a detail-oriented and skilled Accountant to join our municipal finance team. This position plays a key role in maintaining the financial integrity of the City, ensuring accurate and timely financial processes. In addition to traditional accounting responsibilities, the Accountant will manage biweekly payroll processing, perform cash reconciliations, oversee accounts receivable functions, and ensure proper oversight and reconciliation of credit card / purchase card transactions.

Examples of Duties

ESSENTIAL AND RELATED FUNCTION STATEMENTS :

Essential and other important responsibilities and duties may include, but are not limited to, the following :

Payroll Administration :

Process biweekly payroll for City employees, ensuring accuracy, compliance with local, state, and federal laws, and adherence to municipal policies.
Maintain employee payroll records, including tax forms, direct deposit information, and deductions.
Reconcile employee benefits, including health insurance, retirement contributions, and other deductions, to ensure accurate payments and compliance with benefit provider agreements.
Prepare and file payroll-related reports, including quarterly and annual filings (e.g., 941s, W-2s).
Address and resolve payroll-related and benefits reconciliation inquiries from employees and management.

Cash Reconciliation :

Perform daily and monthly cash reconciliations for all municipal accounts.

Monitor cash flow and report discrepancies or variances to the Director of Finance or Assistant Finance Director.

Ensure proper documentation and audit trail for all transactions.

Credit Card / Purchase Card Oversight and Reconciliation :

Monitor and manage the City's credit card and purchase card programs.

Reconcile monthly credit card and purchase card statements to ensure all transactions are accurate and properly documented.

Enforce compliance with City policies regarding credit card and purchase card usage.

Work with departments to resolve discrepancies and ensure timely submission of receipts and justifications.

Accounts Receivable :

Process and record incoming payments, including tax revenues, permits, and other receivables.

Generate and distribute invoices as needed.

Maintain accurate records of all receivables and follow up on overdue accounts.

General Accounting :

Assist in preparing monthly, quarterly, and annual financial reports.

Participate in the preparation of the annual budget and financial audits.

Maintain general ledger accounts, ensuring accurate and timely entries.

Reconcile subsidiary ledgers to the general ledger.

Provide support for grant reporting and compliance activities.

Other Duties :

Stay current with municipal accounting standards, payroll regulations, and best practices.

Assist with special projects and perform other duties as assigned.

Typical Qualifications

Minimum Qualifications

Bachelor's degree in Accounting, Finance, or a related field.

2 years of accounting experience, including mandatory payroll processing experience .

Proficiency in accounting software and payroll systems; experience with municipal software systems is a plus.

Strong understanding of Generally Accepted Accounting Principles (GAAP).

Certification as a Certified Payroll Professional (CPP) through the American Payroll Association or the ability to obtain certification within one year of employment.

Excellent analytical, organizational, and communication skills.

High level of attention to detail and accuracy.

Ability to handle confidential information with discretion.

Preferred Qualifications

Experience with municipal fund accounting, cash reconciliation, credit card / purchase card management, and employee benefits reconciliation.

Knowledge of applicable state and federal payroll regulations.

Working Conditions

This is a full-time position with standard office hours. Some extended hours may be required during peak reporting periods or special projects.
