The City of Martinez is hiring an Associate Planner to conduct policy research and analysis, review land use applications for consistency with zoning and the General Plan, and assist the general public. This role requires strong written and oral presentation skills, as you'll be presenting findings and recommendations to the Zoning Administrator, Planning Commission, and City Council, while working independently and collaboratively on complex projects. DEFINITION:
Under the direction of the Planning Manager, the major responsibilities will be difficult planning research and analysis for the Planning Department in the areas of technical land use, zoning and the General Plan. Presents staff reports to the Planning Commission and City Council as required and may represent the Planning Department at meetings and conferences as assigned. Be able to initiate, organize, and manage complex programs without close supervision. Additional responsibilities will include related work as required.
DISTINGUISHING CHARACTERISTICS:
Requires sound knowledge and practical experience in staff analysis work in the application of the fundamentals of City Planning. In working on planning projects has the opportunity for the use of independent judgment in planning work details and making complex technical decisions within the scope of the work to be performed. Allocation of a position to the Associate Planner class is dependent on the breath of professional planning experience, the degree of competence and the amount of work conducted in an independent manner.
- Performs difficult professional planning research and analysis work in current or advanced planning.
- Carries out studies of land use, zoning, urban design or other complex planning projects by making field or office investigations and calculations.
- Participates in review, development, or revision of the General Plan.
- Prepares graphic illustrations which may include maps, charts, graphs and models; and designs the format of reports or printed material.
- May develop recommendations of plant and building material for landscaping of City property or private developments within the City.
- Ability to establish and maintain effective relationships with City officials, employees and the general public, and speak clearly and effectively before governmental and civic groups.
- Must be able to complete complex tasks and assignments without close supervision
Possession of a baccalaureate degree from an accredited college or university with a major in city or regional planning, architecture, landscape architecture, engineering, public administration, sociology, geography, economics, or a closely related field; three (3) years of experience in city planning (Masters degree may replace one year of experience); possession of a valid California driver's license.
DESIRABLE QUALIFICATIONS:
Knowledge of principles, methods, and procedures of city planning, including current trends and economic and engineering aspects of planning problems; of standards applied to the analysis of land use, transportation and circulation, zoning, and master plans; of commonly applied zoning codes and ordinances; of statistical methods; of mathematics used in determining land areas and elevations; of the techniques and tools used in mapping and drafting; of the common sources of urban growth and planning information; and of the principles of public administration and local government organization. Ability to independently collect, analyze, interpret, and apply data pertaining to complex planning and zoning or special project situations; to prepare clear and concise reports; to learn and apply the standards and procedures pertaining to the work; to devise and prepare graphic illustrations; to work cooperatively with others; and to carry out written and oral instructions.
SUPPLEMENTAL QUESTIONNAIRE: All applicants are required to complete the questionnaire and include requested information. This questionnaire will be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position.
EXAMINATION PROCESS: A select number of the most experienced and best qualified applicants will be invited to participate in an oral board interview weighted at 100%.
