DESCRIPTION:Working with minimal oversight from the Director of Community and Economic Development, the Code Enforcement Inspector conducts both skilled office tasks and field inspections. They investigate and enforce City codes, ordinances, and abatement regulations, addressing complaints and inspecting properties for various violations such as land use, signage, municipal/building code infractions, and graffiti. The inspector issues notices of violation or non-compliance when necessary and maintains comprehensive records of complaints, investigations, and enforcement activities. Collaborating with other departments is essential, and there may be instances where the inspector represents the City in public meetings, court proceedings, or administrative hearings. The role also includes performing related tasks as needed or assigned.
DEFINITION:
Under direction, performs code enforcement and building permit duties; performs utility and encroachment permit duties, and does related work as required.
Schedules and performs work under general supervision of Division Manager; works closely with Chief Building Inspector and Senior Engineering Inspector on day-to-day work. Responsible for investigating, documenting, and taking legal action related to code enforcement primarily for Municipal Code violations and nuisance abatement; researches and interprets technical and legal information related to building codes, municipal code, and City standard details and specifications; makes recommendations of proposed actions for difficult, complex, enforcement issues, writes staff reports, letters and notices; may be responsible for issuing permits and inspecting routine work in City right of way by utility companies; may assist with routine inspections of building permits, encroachment permits and public work inspections; cooperates with other divisions and departments to ensure efficient use of manpower, materials and equipment; confers with Division Manager in solving organizational, workload, and personnel problems.
Minimum: High school diploma and two years of varied experience in building inspection, code enforcement or building construction. Must be able to pass a pre-employment physical examination. Possession of a valid California driver's license with a good driving record.
Knowledge and Abilities: Knowledge of building codes and State codes and familiarity with municipal codes in general. Knowledge of code enforcement and inspection procedures preferably in the public works area; ability to tactfully, persuasively, and effectively communicate, orally and in writing, with the public, contractors, law enforcement personnel and legal professionals; ability to prepare clear, concise letters and reports; ability to organize time and rearrange priorities effectively; ability to learn to read and interpret construction plans and specifications; ability to learn about methods, materials, and equipment used in public works construction and inspection; ability to establish and maintain effective working relations with other employees and with the general public.

Supplemental Questionnaire: All applicants are required to complete the questionnaire. This questionnaire will be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position.
A select number of the most experience and best qualified applicants will be invited to participate in an oral board interview weighted at 100%.
Selected candidates must be able to pass a physical examination and a comprehensive background examination prior to employment.

PROBATIONARY PERIOD:
