RATE OF PAY: $43,011 MINIMUM ANNUAL SALARY (DOQ)

NATURE OF WORK
                Performs highly responsible, skilled, technical, and administrative work within the Community Development/Inspections Department. Under general supervision, this position is responsible for performing inspections of buildings and properties for compliance with federal and state codes and local ordinances. This position requires certification and demonstrated skills in construction, building codes, related laws, public education, media relations, administrative tasks, and strong customer service skills. This position requires knowledge of the methods of investigation utilized in code compliance inspections.

                There are 3 levels of Codes Compliance Inspectors, Part-Time, I, and II. These levels are distinguished by level of work performed, type of work performed, qualifications and certifications, and experience. Appointment to each position is not automatic, but based on availability at the time of application.

Examples of work
 
  • Serves as Code Compliance Inspector(I, II)
  • Serves as lead nuisance ordinance inspector which is responsible for the following related to nuisance ordinance enforcement;
    • Training of nuisance ordinance program enforcement personnel.
    • Issuance and follow up relating to all aspects of nuisance ordinance enforcement
    • Liaison between customers, enforcement personnel, supervisors, software technician, City manager, City attorney, City council members, and finance director.
    • Ensures fair and consistent enforcement of all aspects of nuisance ordinances.
    • Neighborhood tours coordination.
    • Neighbor meetings, council meetings, and other public presentations as needed.
  • Conducts inspections of residential structures, accessory structures and appurtenances, and exterior property areas as assigned.
  • Investigates complaints and violations of residential codes and nuisance ordinances.
  • Tracks complaints and cases to be able to show progress and answer questions related to each.
  • Issues notices in a timely manner for the violations noted through personal observation.
  • Maintains records of complaints, notices, and resolutions.
  • Coordinates and/or assists with requesting jurisdictions relating to nuisance ordinances.
  • Participates in training drills. Attends schools and departmental classes on code enforcement and inspections. Assists and/or coordinates training drills according to relevant expertise.
  • Maintains code related certifications.
  • Completes other duties as assigned by the Building Official.
MINIMUM QUALIFICATIONS OF WORK
  • Part Time;
 
    • Requires a High School Diploma or equivalent.
    • Employee must have excellent customer service and conflict resolution skills.
    • At least one year of directly related experience in any of the following; property maintenance, zoning, building, building maintenance, customer service, and public education.
    • The employee has up to two years from date of hire to gain certification as a Property Maintenance Inspector which includes successfully attending Core and Advance Core modules through VA DHCD.
    • The employee shall also attend residential inspection related classes through VA DHCD and obtain certifications relating to residential electrical, building, plumbing, and mechanical codes within three years of employment.
    • Ability to use a computer for general office applications including word processing, spreadsheets, audio-visual presentations, and databases.
    • Ability to make formal presentations to diverse groups of people and professional organizations.
    • Ability to use audio-visual equipment for public and in-house presentations.
    • Recognize need and have the ability to utilize all levels of PPE that may be needed on a construction site.
    • Ability to effectively communicate and interact with employees, the general public, federal/state emergency personnel, and City officials.
    • Ability to use photographic equipment.
    • Ability to effectively communicate verbally and in writing.
 
  • Codes Compliance Inspector I;
 
    • This is a fulltime position that requires all part time qualifications plus 3 years of experience and certifications through the International Code Council and/or Virginia in both Residential and Commercial, Building, Plumbing, Mechanical, Electrical Inspector.
    • The employee may be allowed up to three years from date of hire to complete all the certifications.
 
  • Codes Compliance Inspector II; 
 
    • All Codes Compliance Inspector I qualifications plus Fire Inspector I and at least one Plan Review Certification along with 5 years of experience and certifications through the International Code Council and/or Virginia as either Building Official or Fire Official.
    • The employee may be allowed up to three years from date of hire to complete all the certifications.

WORK ENVIRONMENT

Work is performed primarily in office, vehicles, and outdoor settings, in all weather conditions, including temperature extremes, during day and night shifts. Work is sometimes performed in emergency and stressful situations. Individual may be exposed to hearing alarms.
The employee may work near moving mechanical parts and in high, precarious places and is regularly   exposed to wet and/or humid conditions. The employee occasionally is exposed to a risk of electrical shock, radiation, and vibration.
The noise level in the work environment is usually quiet in office settings, and loud at construction sites.

SPECIAL REQUIREMENTS
Part time;
  • Certification as a Property Maintenance Inspector which includes successfully attending Core and Advance Core modules through VA DHCD.

Codes Compliance Inspector I;
 
  • Part time requirements
  • International Code Council and/or Virginia Residential and Commercial, Building, Plumbing, Mechanical, Electrical Inspector within two years of employment.

Codes Compliance Inspector II; 
 
  • Codes Compliance Inspector I requirements.
  • Fire Inspector I.
  • At least one Plan Review Certification.
  • Certification through the International Code Council and/or Virginia as either Building Official or Fire Official.
  • Aforementioned within two years of employment.

All levels;
 
  • Possession of appropriate driver’s license valid in the Commonwealth of Virginia.
  • Preference given to City of Martinsville residency
