This position is responsible for the development and implementation of the Waste Water Pretreatment Program (WWPP).   This position may assist the Wastewater Treatment Plant Operator position as needed with maintenance and repair activities related to wastewater treatment plant operations as well as sample collection and laboratory testing activities related to wastewater treatment.
 

This is a journey level position whose performance focus is the management and implementation of the City’s WWPP.  Work is performed within established procedures and with priorities and deadlines established according to City, State and/or Federal wastewater treatment requirements.  Employees in this class work independently with supervision mainly exercised over outcomes and products rather than work processes, and employees are expected to keep supervisors informed of problems.Other duties may be assigned as needed.
  1. Responsible for development and implementation of the City’s Wastewater Pre-treatment Program (WWPP) which may include inspecting grease interceptors, oil/water separators and/or amalgam separators, performing field sampling and testing, and/or monitoring and recording flow and strength throughout the sewage collection system and the inspection of other pretreatment components as they are developed.
  2. Responsible for implementation of the WWPP as it is defined in City Code and supporting the manager or lead in the updates of said Code language.
  3. Responsible for maintaining Industrial Discharge Permits, performing industrial user surveys, and maintaining records associated with permitted users, i.e., restaurants, industrial users, and other high impact wastewater discharges.
  4. Investigate sewer problems such as odors, high strength sewage, infiltration/inflow, etc.
  5. Reviews plans for new development and redevelopment as it relates to the WWPP requirements and provides comments as needed.
  6. May assist in the collection of   samples and performing laboratory testing of WWTP influent/effluent including temperature, pH, flow, chlorine residual, dissolved oxygen, B.O.D., total suspended solids, settable solids, fecal coliform, CBOD, VSS, QC testing, etc.  
  7. Orders parts and materials for WWPP operations; assists with the analysis of equipment needs and makes recommendations to manager or lead for potential additions, replacements, alterations, and repairs of equipment.
  8. Creates and maintains a variety of logs, charts, and other tracking and reporting tools.
  9. Assists in the performance of a variety of building, grounds, custodial, and maintenance duties relating to wastewater treatment facilities.
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
Experience:  
  • Four years of experience performing a variety of the essential duties of the position or a related position in a wastewater utility with at least two years operating experience at a Class II Wastewater Treatment Plant.
  • Prior experience and involvement in a Pretreatment Program, including industrial sampling and testing experience desirable.
 
Education and Training:
  • High school diploma or GED is required.   
  • Two years of college level coursework or equivalent technical training in chemistry, biology, engineering, environmental science, or related field.
 
Licenses or Certificates:
  • Must possess a Washington State Driver’s License.
  • Must possess, or have the ability to possess within six months of hire date, first aid and CPR certifications.
  • Must possess Group I Wastewater Treatment Plant Operator certification by date of hire.
  • Must possess or have the ability to possess a Wastewater Treatment Plant Operator Group II certification within one year of eligibility.
  • Must possess or have the ability to possess within eighteen months of hire date, Level I Collections Systems Certification.

While performing the essential functions of this job, the employee is frequently required to stand; walk; sit; kneel, bend, or climb and to use hands to finger, handle, or feel objects, tools, or controls; and talk or hear.  The employee must be able to lift up to 25 pounds on a frequent basis; lift 25 to 50 pounds on an occasional basis; and lift and/or move between 50 - 100 pounds with assistance.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
 
This position works inside and works outside in various weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and the risk of electrical shock.  The noise level in the work environment is usually moderate.
 
This position works a regular schedule; however, incumbents may be called in to work at irregular times in emergency situations, or may be required to extend a typical work day to complete work that may have specific deadlines.  Incumbents must be available for call-out as needed.
 
Regular and reliable attendance is an essential function of this position.
