Description of Work: Work involves ensuring the interest of public safety, health, and general welfare through compliance of national, state and local policy codes, regulations, ordinances and statutes as they pertain to residential and commercial sites and related infrastructure through the performance of inspections and review of permit applications and plans to ensure conformity with the established Land Development Code as required by law; interfaces with state and local officials to ensure public safety in the construction process and compliance with accepted construction standards. Incumbents assigned to this class are expected to perform the full range of work assigned to this class and to work with significant independence and initiative. This position reports to the Public Services Director.
Work Experience: Five (5) years of underground utility construction and maintenance work experience. Demonstrated proficiency in the operation of all pieces of equipment assigned to the division. Demonstrated proficiency in the use of personal computers for word processing, spreadsheets, email operations, and timekeeping.
Education/Certifications: High School graduate/GED. Must have a minimum of one (1) year of combined experience in the field of construction or a related field. Postsecondary or technical education in the field of construction or a related field and experience preferred. Skills and experience in using common computer hardware and software to perform tasks. Must have a valid Florida state driver’s license. Must be able to obtain appropriate stormwater inspection certifications within one year of hire.
Work Requirements: Most duties in this class are performed under periodically disagreeable working conditions by working primarily outdoors under varying climatic conditions and exposure to fumes, chemicals, infectious waste, equipment noise and vibration, heat, cold, and dampness. Position is physically demanding manual work including lifting, pushing, or pulling heavy objects (25 lbs. and over); shoveling, hoeing, raking, and standing on ladders; climbing, standing, and walking for sustained periods of time. Employees must have acceptable vision and hearing (with or without correction. Must possess knowledge of the principles and practices of construction installation for water, sewer, stormwater, reuse, and street infrastructure; materials, methods, equipment, and tools used in construction of water, sewer, reuse, park, open space, storm drainage systems, and traffic control signs; basic procedures for maintenance and minor adjustments or repair of division equipment; installation of
asphalt and associated products; forming, pouring, and finishing concrete and associated products; and applicable safety procedures and regulations. Skills needed for this position are the following: effectively evaluating work projects, estimating time, materials, equipment and staffing needs; communicating, understanding, and complying with verbal and written instructions; safe and proper operation of all equipment assigned to the division; reading and interpreting plans, maps diagrams and construction drawings; detecting equipment malfunctions and taking proper corrective action; maintaining detailed and accurate records; proper methods and tools for directing traffic flow at job sites; defining problems, drawing valid conclusions and reacting accordingly; changing methods based upon circumstances unique to a particular situation in order to achieve desired results; safe and lawful operation of a motor vehicle; and basic horticulture concepts and techniques. The employee should have the ability to set and read grade stakes; organize tasks, set priorities, and schedule activities; proficiently use standard office equipment, and computer equipment and software including word processing, spreadsheet applications, and e-mail; present a professional, courteous, competent image that will reflect well on the department and the City; adapt to multiple demands or changing priorities and accommodate emergencies; establish and maintain effective working relationships; draft policies and procedures; train, direct, monitor and evaluate subordinate employees; and work independently, show initiative and personal drive in the absence of supervision.

ESSENTIAL JOB FUNCTIONS:
- Demonstrate competent knowledge of all appliable policies, codes, ordinances, regulations, and statutes.
- Demonstrate competent knowledge of all Departmental and Divisional Key Functions and their associated processes.
- Responsible for performing site inspections, including but not limited to, drainage, sewer, water, reuse, conduits, other utilities, roadway, parking lots, MOT, and site gradings/stabilization to determine compliance with Florida Department of Transportation and Standards adopted by the city.
- Responsible for reviewing submitted plans and permit applications to determine if they meet the requirements of the Land Development Code and a variety of State and St John River Water Management District standards that have been adopted by the jurisdiction and Florida Statues law.
- Provides technical assistance in construction matters as they pertain to local and state codes to the public, contractors, design professionals, state, and local officials.
- Ability to document compliance to construction standards and specifications.
- Complete and maintain records of field observations, including daily reports outlining the work performed, as well as field measurements and computations.
- Participates in technical review of development plans to ensure conformity to Mascotte standards and specifications.
- Attends and participates in pre-construction meetings.
- Works to resolve conflicts with construction installation.
- Ability to utilize GIS equipment to mark assets.
- Ability to review as-builts and GIS for accuracy.
- Performs other related duties as assigned.
- May assist with repair of water line breaks, and water and sewer emergencies.
- May work a varying schedule and/or shift.
- May be required to work overtime, weekends, and/or holidays. Work other duties as assigned.
