Under general direction of the Director of Purchasing & Contracting, this position develops, prepares, evaluates, and updates complex contract documents for purchase, service, supply, and construction projects; provides highly responsible contract review, modification, and / or analysis of documents ascertaining compliance with local, state and federal requirements (i.e., Davis-Bacon Act, DBE, HUB Certification, etc.). Under general direction, the employee will develop contract terms and conditions, maintain and update boilerplate contract templates both federal and non-federal requirements, assist departments in contract dispute and resolution processes, negotiate and oversee contract renewals, amendments, and plan changes. This position will also assist in evaluating, recommending, and preparing formal and informal recommendations on solicitations, monitor contract performance, insurance and bonding requirements, conduct on-site visits, process certificates for partial disbursements, complex and technical reports while maintaining proper documentation on same. The employee has daily contact with other departments and the public sector, which requires courtesy, tact and diplomacy.
