Job Summary: This position is responsible for assisting the Public Works Director in planning, organizing, and directing the day-to-day operations of the Public Works Department. This position is also responsible for any project management tasks and the overall operation and maintenance of the Public Works Building.
Major Duties: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
•Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; oversees evaluations of all department employees and meets with individual employees to discuss disciplinary issues;
•Assists with interviews for prospective employees; makes hiring, disciplinary, and termination recommendations;
•Coordinates daily work activities of assigned personnel; organizes prioritizes, and assigns work; provides training to workers; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise;
•Plans for, reports on, and supervises repair and maintenance work on ditches, drains and catch basins; water leaks, sewer exfiltration or blockage;
•Liaises and assists with the oversight and development of City of McDonough transportation projects and joint transportation projects with Henry County and other municipalities;
•Interprets, explains, and ensures compliance with all applicable laws, rules, regulations, standards, policies and procedures and initiates any actions necessary to correct deviations or violations;
•Administers departmental safety program and ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; reports any incidents, accidents, problems, or unusual situations; ensures work is performed safely and in compliance with all state permits, laws, and regulations;
•Consults with Director of Public Works or other officials to review department operations/activities, reviews/resolves problems, receives advice/direction, and provides recommendations;
•Coordinates department projects and activities with other departments, contractors, consultants, outside agencies, or others as needed including special events throughout the year;
•Provides information and responds to questions/complaints related to department operations; explains City codes, laws, and regulations to property owners in relation to public works projects; researches problems and initiates problem resolution;
•Responds to concerns and inquiries from the public and private sector;
•Assists the Public Works Director in developing and implementing long and short term plans, goals and objectives for the department; schedules department projects; evaluates efficiency
and effectiveness of department operations, programs, procedures, and use of resources; recommends and/or implements improvements as needed;
•Maintains inventory control of equipment, tools, supplies, and materials; ensures availability of adequate materials to complete projects; initiates orders for new/replacement materials; ensures proper preventive maintenance and safe use of vehicles and equipment;

•Coordinates with staff to keep the Public Works facility clean, stocked, and organized;
•Assists in developing, updating, and implementing departmental policies and procedures;

•Orders materials necessary to complete project tasks including asphalt and concrete; attends various meetings to provide input and recommendations;
•Operates basic office equipment including a phone system, fax machine, copier, personal computer; Microsoft Outlook, Word, and Excel;
•Answers the telephone and directs calls;
•Operates equipment to include a pick-up truck; heavy equipment, mowing equipment, dump truck, tractor trailer, grading equipment, flat bed dump trucks, tandem dump trucks; weed eaters, blowers, shovels, and other related equipment;
•Ensure SOP’s are up-to-date on equipment and personnel are following the SOPs;
•Assists department personnel in the field as necessary;
•Performs administrative tasks, reviews/approves invoices and forwards for processing; assists and trains assigned personnel in processing their own purchase orders, invoices, and other related documents;
•Prepares or completes various forms, reports, correspondence, budget documents, annual and monthly reports, work orders, and other related documents;
•Ensures proper procedures and documentation are completed monthly for required yearly audits;
•Makes on-site inspections of work in progress;
•Maintains records of hours worked per day and vacation and sick leave for department personnel;
•Performs duties of the Director in his/her absence;
•Performs other related duties as assigned.
Knowledge Required by the Position:
•Knowledge within project management, TPLOST, roads, and pavements is preferred;
•Knowledge of public works services and functions of local government organizations;
•Knowledge of methods, practices, procedures, techniques, materials, tools, and equipment used in public works operations, especially the maintenance and repair of, gutters, storm drains, and related facilities including water distribution and sewer
collections;
•Knowledge of techniques, materials, tools, and equipment used in the maintenance of grounds and building facilities;
•Knowledge of safe work methods, safety precautions and safety regulations construction and maintenance work;
•Knowledge of city ordinances and departmental policies and procedures;
•Knowledge of relevant federal, state, and local codes and regulations
•Knowledge of city geography, including the locations of streets and rights-of-way;
•Knowledge of municipal budgeting procedures;

Supervisory Controls: The Public Works Director assigns work in terms of overall objectives and priorities. The work is reviewed from an overall standpoint through conferences, reports, and observation of activities.
Guidelines: Guidelines include City and departmental policies and procedures, City codes and ordinances, policies and procedures regarding safe operation of vehicles and equipment, Federal and State guidelines and regulations, environmental rules and regulations, and departmental budget.
Complexity: The work consists of a variety of administrative, supervisory, and technical duties associated with managing assigned personnel.
Scope and Effect: The purpose of this position is to effectively plan, organize, and manage the daily operations of assigned personnel in the Public Works Department.
Personal Contacts: Contacts are typically with co-workers, subordinates, vendors, contractors, consultants, construction personnel, state and federal regulatory personnel, elected officials, department heads, other City employees and the general public.
Purpose of Contacts: Contacts are typically to give and exchange information, resolve problems, and provide services.
Physical Demands: The work is typically performed with the employee sitting at a desk with intermittent standing, walking, carrying, pulling, climbing, stooping, kneeling, crouching, and crawling. This employee may lift light and heavy objects from 50 lbs to occasionally 100 lbs.
Work Environment: The work is typically performed in both an office and outdoors, exposing the employee to dirt, loud noise, irritating chemicals, machinery with moving parts and inclement weather conditions. At times, the employee must wear safety equipment.
