SUMMARY OF POSITION
Under general supervision of the Affordable Housing Administrator, this position is responsible for assessing the housing condition and extent of rehabilitation needed; preparing accurate work specifications and cost estimates; overseeing quality of contractors' work, while interfacing with contractor and homeowner; ensuring compliance with building codes and compliance with HUD Housing Quality Standards; inspecting work product and approving contractor requests for payment of completed work. This position may perform other related functions as assigned.

MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.
Bachelor's degree in Construction Management, Construction Science, Architecture, Structural Engineering, or a related field preferred, supplemented by three (3) years' experience in residential construction or remodeling is required. Lead Base Paint Risk Assessor Certification or ability to obtain within first six (6) months is required.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field inspecting housing units (e.g., climb stairs and ladders, and inspect attics and tight crawl spaces), to operate a motor vehicle, and tools and equipment, and to visit various City sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. The job involves fieldwork requiring frequent walking conducting inspections to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, to operate standard office equipment, to turn faucets on and off, manipulate doorknobs, conducts tests and to operate tools and equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information, obtain samples, and set up construction and non-construction equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.
WORK ENVIRONMENT
Tasks will be performed in the office and in the field with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature, and noise extremes. The successful candidate must have the ability to remain calm while interacting with staff and / or public and private representatives and contractors in interpreting and applying City and departmental policies and procedures.
