SUMMARY OF POSITION

Employees in this classification perform field inspection work. Position is responsible for issuing utility permits, conducting inspections of construction work ensuring compliance with construction guidelines, conducting re-inspections and monitoring repair work, and providing information to the public.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides direction, guidance, and assistance to contracted service providers: monitors status of work, inspects completed work, and troubleshoots problem situations.
  • Conducts walk-through inspections of new subdivisions for problems involving storm drains, street pavement, tree clearance, sign locations, and erosion problems; conducts annual re-inspections to verify existence of no new problems before expiration of warranty.
  • Coordinates and monitors repair/replacement work when required: determines amount of pavement, sidewalk, or landscaping that should be replaced by contractor to correct problems; verifies that any necessary repair/replacement of damaged surfaces/areas is conducted by contractors according to City specifications in a timely manner and without expense to the City.
  • Provides information to residents, other City departments, or other individuals regarding construction zones, permits, or other information: responds to questions/complaints, researches problems, and initiates problem resolution.
  • Reviews construction plans and written job instructions.
  • Prepares or completes various forms, reports, correspondence, permits, inspection records, work orders, or other documents.
  • Receives various forms, reports, correspondence, invoices, permit applications, construction plans, architectural drawings, maps, ordinances, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Operates a motor vehicle, digital camera, personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, email, Internet, or other computer programs.
  • Communicates with supervisor, employees and other departments, utility companies, contractors, engineers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Responds to after-hours calls for emergency situations involving permitted contractors: responds to emergency situations involving street department functions such as downed trees, floods, ice storms, debris removal, hazardous materials on streets, or other situations which may create a traffic/safety hazard.
  • Attends various meetings as required (i.e., Franchise Utility meetings).
  • Comply with all written City policies and procedures.
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.

If Assigned to Streets
  • Under general supervision, inspects work performed by independent concrete and asphalt contractors to ensure compliance with applicable laws, regulations, and construction specifications.
  • Primary interactions will be with residents and concrete and asphalt contractors.

If Assigned to Right-of-Way
  • Under general supervision, inspects work performed by utility contractors in City right-of-way areas to ensure compliance with applicable laws, regulations, and construction specifications.
  • Primary interactions will be with residents, HOA’s, Franchise Utility companies, and Franchise Utility sub-contractors.
  • Reviews permit applications and issues permits to franchise utility contractors as appropriate.
  • Proficient in the use of Right-of-Way permit software.
  • Proficient with the Dig-Tess and 811 records.

Required Qualifications

MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute for the below specified education and experience requirements.

High school diploma or GED and Five (5) years’ experience working with the installation and blueprints of Road Construction.


  • Must have a valid Class C Texas Driver’s License.
  • Must have or be able to obtain the TEEX Traffic Control within 6 months of employment.

REQUIRED CERTIFICATIONS
Must have or be able to obtain the following certifications within 12 months of employment:
  • IS-100 NIMS Multi-agency Coordination System (MACS) Course
  • IS-700 NIMS Public Information Systems
  • IS-800 NIMS Resource Management Training
Must have or be able to obtain the following certification within 6 months of employment:
  • American Concrete Institute Certification for Testing

CONDITIONS OF EMPLOYMENT
  • Must pass a drug screen and background check.

Physical Demands/Supplemental

PHYSICAL DEMANDS

Tasks require the ability to exert heavy physical effort while performing heavy work, with greater emphasis on climbing and balancing and sometimes involving a combination of stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and/or the pulling of moderately heavy objects and material (20-50) pounds. May occasionally lift and carry up to 100 pounds and pull, push, or drag up to 150 pounds.


WORK ENVIRONMENT

There is limited exposure to environmental conditions. Task may require exposure to strong odors and/or smoke, traffic hazards, extreme heat/cold or extreme weather conditions.
