SUMMARY OF POSITION
Under general direction of the Streets Superintendent, the purpose of the position is to direct the activities of street and drainage operations. Employees in this classification perform managerial and supervisory work and have a thorough knowledge of principles of street and drainage maintenance and are capable of participating in all facets of work under charge. Position is responsible for successfully managing the street and drainage operations, all associated personnel, the financial responsibilities inherent in the work, the equipment, materials and supplies utilized by the division. Performs related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Supervises personnel. Supervisory duties include instructing, assigning, reviewing and planning work of others; monitoring standards; coordinating activities; allocating personnel; and recommending employee hires, transfers, promotions, and salary increases as appropriate.
  • Inspects appropriate construction signs, streets, and drainage ditches, and ensures adherence to City and State regulations.
  • Responds to customer concerns and inquiries concerning all aspects of streets, and drainage, concrete sidewalks, driveways, retaining walls, and yard drains. Recommends and monitors contractors assigned to fallen trees, drainage, crackseal, sidewalk, and street work.
  • Responds to emergency situations such as barricades for accidents for police and fire, removal of fallen trees in roadways, flooding, ice on streets and bridges, and assists other departments after hours and on weekends. Assists personnel under charge in all facets of tasks performed as needed.
  • Specifies and reviews planning for future needs relating to streets and drainage improvements and development.
  • Maintains records of work performed, materials used and labor costs for work management system, coordinates repair and maintenance of equipment.
  • Estimates amount and orders materials needed for streets, alleys, sidewalks, and drainage pipe and inlets (asphalt, base and concrete).
  • Confers with Public Works Director and Streets/Drainage Superintendent to address increases in budget in needed areas.
  • Inspects drainage ditches, and ensures adherence to City and State regulations
  • Performs routine maintenance and cleaning of equipment.
  • Checks work orders for completion.
  • Drives and operates heavy equipment.
  • Establishes performance measures for subordinates and evaluates employee performance against those standards or measures.
  • Assigns and reviews daily work orders.
  • Resolves complaints pertaining to streets and drainage activities.
  • Reviews work sites to ensure safety standards and Division and City standards are enforced
  • Comply with all written City policies and procedures.
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.
  • Uses Cityworks to create, assign, manage, review and complete all service requests, work orders and inspections for the Street Division. Trains, monitors and sets expectations of staff on the use of Cityworks.
  • Collects and analyzes data from Cityworks and other sources to track work, evaluate operations, and make recommendations for operational improvements and efficiencies. Shares data analysis with team members.

  • Ability to utilize a variety of advisory data and information, such as the MUTCD Traffic Control Guidelines, TXDOT specifications, Public Works Construction Standards, Roadside Design Guide, City ordinances, codes and policy manuals.
  • Ability to calculate decimals and percentages; ability to perform mathematical operations with fractions; ability to compute discount, interest, profit and loss, ratio and proportion; ability to calculate surface areas, volumes, weights, and measures.
  • Ability to apply principles of influence systems, such as motivation, incentive, and leadership.
  • Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
  • Ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.
  • Ability to create and use spreadsheets, and work within database systems such as Cityworks.

Required Qualifications

MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.

High school diploma; supplemented by vocational/technical training a minimum of three (3) years progressively responsible experience in the construction and maintenance of streets, alleys, sidewalks, curbs, screening walls, drainage ways, box culverts, bridges, drainage pipes and retaining walls involving a wide variety of equipment, including two years of supervisory experience.

Must possess a valid Class B commercial driver’s license or higher, or the ability to obtain within six (6) months or employment.

Must have completed appropriate National Incident Management system (NIMS) training courses or the ability to obtain within 6 months of employment.

  • LTP 520 Work Zone Traffic Control and Qualified Flagger
  • Introduction to GIS I
  • Hot Mix Asphalt Construction NCTCOG
  • ACI Certificate Program: Fundamentals of Concrete and Materials

CONDITIONS OF EMPLOYMENT
  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License.

Physical Demands/Supplemental

PHYSICAL DEMANDS
Tasks require the ability to exert heavy physical effort while performing heavy work, with greater emphasis on climbing and balancing and sometimes involving a combination of stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and/or the pulling of moderately heavy objects and material (20-50) pounds. May occasionally involve heavier objects and materials (up to 100 pounds).

WORK ENVIRONMENT
There is limited exposure to environmental conditions. Task may require exposure to strong odors and/or smoke, traffic hazards, extreme heat/cold or extreme weather conditions.
