Summary Of Position

Under general supervision, the purpose of the position is to examine building, electrical, mechanical, and plumbing plans and specifications to ensure proper adherence to applicable zoning codes, building codes and other regulations for the approval of construction or alteration work by means of interpretation and application of such codes and ordinances. Employees in this class perform skilled professional and technical level work. This position requires the evaluation of plats, site plans, civil drawings, building construction plans, specifications, and architectural standards submittals, and the ability to interpret these for compliance. This position is responsible for advising property owners, architects, builders and engineers on matters regarding building code compliance and zoning ordinances. Perform related work as required.

Essential Functions/Knowledge, Skills, & Abilities

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Ensures compliance with life safety issues, including such items as determining fire sprinkler/fire alarm requirements, exiting requirements, occupancy and construction type determinations and applying various other adopted code regulations to submitted construction plans.
  • Performs full plan review of all plans and documents overall compliance with all applicable adopted codes including but not limited to the International Building Code, International Residential Code, International Plumbing Code, International Mechanical Code, International Energy Code, International Fire Code, International Fuel Gas Code, National Electric Code, American National Standard of Accessibility, City ordinances, state requirements relating to barrier-free review, and asbestos surveys.
  • Determines compliance with state requirements relating to construction plans..
  • Verifies construction plans comply with local amendments.
  • Provides on-going training for permit department personnel regarding interpreting and applying code and ordinance requirements in the field including but not limited to International Codes, Architectural Standards Ordinance, Sign Ordinance, Site plan processing and other related permit staff applications.
  • Responsible for completing project application submittals and entering data into the computer.
  • Performs a fatal flaw review to ensure compliance with construction type, use, and square footage.
  • Reviews, approves, and denies architectural standards submittals.
  • Responds to telephone calls regarding codes and code interpretation.
  • Serves as construction liaison for the City's Affordable Housing Program.
  • Reviews sign permit applications, input plan review data to prepare for permit approval and/or issuance, calculates permit fees, notifies customer of permit approval and associated fees due.
  • Reviews fence and irrigation plans for permit, reviews new permit submittals related including but not limited to swimming pools, accessory use structures, irrigation systems, and sub-division entry features.
  • Prepares and submits various reports regarding permits as needed.
  • Provides technical assistance to developers, architects, engineers, contractors, property owners, and City staff on matters regarding codes, ordinances, permit submittal process, accessibility and permit fee calculations.
  • Reviews and approves applications for co-locating antennas and accompanying equipment cabinets as needed.
  • Attends meetings with City staff prior to applicants submitting site plan approval and/or building permit.
  • Serves as the City's voting member on the North Central Texas Council of Governments Building and Energy Advisory Board; Helps to determine which local amendments the City of McKinney will adopt and support through North Central Texas Council of Governments.
  • Maintains and updates files.
  • Utilizes various computer programs; Completes upgrades to software as needed regarding permits, inspections codes and fees to ensure accurate and efficient service delivery.
  • Accesses historical files; verifies historic preservation office, Stonebridge, and Eldorado Architectural Review Committee approval as needed.
  • Performs fieldwork and communicates with inspectors in the field.
  • Acts as back up to permit issuance and cash receipting clerks and provides assistance to customers in the absence of the project coordinator. Responds to permit and zoning questions as needed.
  • Assists Chief Building Official with agenda items, code adoptions and amendments, fee schedules, and special projects as needed.
  • Answers telephones and routes calls
  • Comply with all written City policies and procedures.
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.

  • Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Requires the ability to exercise the judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties, which are often characterized by frequent change.
  • Requires the ability to perform skilled coordinated movements, such as architectural and engineering scales, field measurements, climbing ladders, and the use of minor tools.
  • The ability to work in a team environment; contribute as a team member and treat co-workers, subordinates and customers with respect.

Required Qualifications

MINIMUM QUALIFICATIONS

Must have two (2) years of plans examining experience or must currently possess a Plans Examiner Certification or certification as a Commercial and Residential Combination Inspector or must be able to obtain Plans Examiner Certification within 6 months of hire date. An equivalent combination of education, training and experience may be considered. A valid driver's license in good standing required.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Preferred Qualifications

Bachelor degree in Construction Science or Architecture.

CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License

Physical Demands/Supplemental

PHYSICAL DEMANDS

Tasks require frequent repetitive motion such as typing, data entry and vision to monitor. May be subject to extended periods of standing or sitting while reviewing and analyzing construction project plans. May be subject to extended periods of standing, walking on rough terrain, bending, reaching, kneeling, climbing ladders, confined spaces, heights and lifting trade testing equipment and ladders. Occasional lifting or exerting force up to ten (10) pounds.

WORK ENVIRONMENT

Work is performed in office and construction site environments. May be exposed to extreme weather conditions, hazardous chemicals, fumes, air and water borne pathogens.
