Position Summary
McMinnville is seeking an experienced Civil Engineer with a background in managing utility projects and programs to join our growing Engineering Division. The recent expansion of the Urban Growth Boundary and associated updates to our Utility Master Plans has resulted in an exciting series of projects for the next 20 years; particularly wastewater and stormwater projects. The City is seeking to hire a full time Utility Engineering Program Manager to help manage and deliver these projects. A self-motivated leader with experience in public contract delivery methods is desired for this position. This is a unique opportunity to be a critical part in building our growing capital project delivery program. This position reports directly to the City Engineer yet would be expected to perform duties with minimal oversite and would be given substantial latitude to manage the utility projects program as needed to achieve expected results.
This position performs a variety of engineering-related duties involved with construction and development within the City. The Engineering Program Manager performs a full range of civil engineering project or program development; manages multiple projects and / or programs with administrative responsibility through the design and construction phases and / or quality control and assurance over activities managed by Engineers at lower levels.
This is a professional project management position supervising and coordinating public improvement projects for the City. As assigned, work may include but is not limited to private development project review and management, Engineering permit administration, coordination of updating City municipal code, updating engineering design standards, contract administration, long-range planning project support, capital project management, etc.
In addition to your resume, please include a brief description of three capital projects that you managed that demonstrate your broad understanding of the complexities associated with managing these projects. specifically sanitary and stormwater projects are preferred.

Private Development Review and Administration
- Attend pre-application meetings to inform developers of the City's requirements pertaining to their project(s).
- Coordinate review of plans and specifications to ensure compliance with City, State, and Federal Requirements. Coordinate reviews with City Engineer.
- Provide support to staff inspecting sites.
- Review and comment on land use decisions, providing conditions of approval for new development.
- Calculate System Development Charges (SDC) and Engineering fees.
- Monitor applicable budget items and assist with annual budget preparation.
- Provide inspection of projects pertaining to the requirements made by the Engineering department.
- Prepare Staff Reports and memorandums.
- Assist with maintaining City Municipal Code applicable to Public Works.
- Maintain Engineering Design Standards.

The position requires regular (80% ) ability to use dexterity and fine motor skills. Continuous (81% of the time) use of office equipment.
