Required Education and Experience :

  • Graduation from high school or GED equivalent; and
  • Five (5) or more years of experience with procurement and public contract programs.
  • Bachelor's degree in business, accounting, public administration, or other specific area of study as deemed applicable may substitute for two (2) years of experience.

Preferred Qualifications :

  • Certified Public Purchasing Officer (CPPO)
  • Certified Professional Public Buyer (CPPB)
  • Available Schedules :

  • 8 hours daily, Monday - Friday
  • Opportunity for alternate schedule after the first 90-days :
  • Teleworking up to 1 day per week

    The anticipated hiring range for the Senior Purchasing Analyst position is $34.29 (first step) to $36.01 or $37.81 (second or third step). The City of Medford determines starting pay based on an evaluation of relevant education, experience, andqualifications as provided by the applicant in their application materials, alongside others who perform work of comparable character consistent with the Oregon Equal Pay Act. Six steps are included in this salary range, allowing opportunity for annual movement through the steps.

  • Examples of Job Duties

    Essential Functions of the Position :

  • Performs the most complex solicitation processes for a wide range of procurements including, but not limited to, construction services for public works projects, technology related goods and services, professional services (including engineering), and all other goods and services required for municipal government. Solicitations may involve alternative, multi-step and / or innovative methods of procurement.
  • Assists City departments in determining and developing procurement approach, bidding requirements, selection criteria, and scope of work or technical specifications. Assesses potential risks and proposes mitigation strategies.
  • Receives bids and proposals, analyzes for responsiveness, recommends award of bids, and prepares award documents for review.
  • Drafts and negotiates contracts, contract amendments, and change orders in accordance with City policies. Ensures documents are properly executed and financial obligations entered in enterprise resource management system.
  • Works closely with the departments to ensure compliance with City procurement policy and State procurement laws and regulations. Advises, assists and trains other City employees in purchasing policy and procedures. Assists departments with various needs including advice on vendor relationships, product research and training.
  • Analyzes sole source justifications and other requests for exemptions.
  • Reviews and analyzes transaction history and monitors activity to determine opportunities for more economical purchasing or compliance concerns.
  • Conducts meetings including pre-bid and pre-proposal conferences, proposal evaluation meetings, and negotiation sessions related to contracts.
  • Generates purchase orders from requisitions; evaluates validity of purchase requisitions; ensures supporting documentation on-file; verifies account numbers, budget availability and approvals.
  • Interviews and negotiates with vendor representatives regarding quality, compatibility, availability, price and terms of purchases.
  • Provides backup in Purchasing Manager's absence.
  • Monitors state law related to Purchasing and recommends changes to policy and municipal code as applicable.
  • Research and evaluate vendors, suppliers of products, and services, and makes recommendations.
  • Monitors State and Cooperative contracts for use by City departments in the procurement of goods and services.
  • Scope of assigned area will depend on departmental and / or citywide operational structure and is at the discretion of the Finance Director.

    Work Environment & Physical Demands : This position requires inside, office desk work that includes exposure to regular office noise and distractions, adequate lighting, and regulated HVAC systems in relation to temperature.

    To perform this job successfully, an individual must be able to accomplish each of the essential job functions satisfactorily. This position involves extended periods of sitting and standing, with occasional walking, crouching, bending, stooping, twisting, turning, and balancing. The employee is regularly required to operate a variety of automated office machines which include a computer, printer, copy machine, calculator, telephone, etc.
