The incumbent performs specialized and responsible work in assisting and carrying out the duties and activities of the Engineering Department. The incumbent is responsible for operational and administrative details and exercises a high degree of independent judgement within the scope of established policies and procedures. The position requires discretion, diplomacy, and semiprofessional skill in representing policies and working effectively with City personnel, officials, and the public. Special technical skills are generally acquired through training classes, on the job training and independent self-motivation

Examples of Duties

  • Responsible for the processing of maintenance and construction plans, abandon & vacate requests, right-of-way use permit applications in a manner consistent with departmental policies and procedures.
  • Works with the City’s Information Technology Department in coordinating testing and updating of permitting software.
  • Monitors all incoming plan documents for completeness, accuracy, response dates and follow up.
  • Distributes work assignments to plans reviewers consistent with department procedure.
  • Organizes submittals and plan reviews
  • Create various invoice types based upon established city fees.
  • Communicates with other City Departments and Officials to obtain plan and permit approvals.
  • Conducts training for other city staff on the general use of the electronic plan review system.
  • Explains state and local code requirements as well as departmental programs as they relate to construction plan processing.
  • Processing inspections requests and assigning inspections to staff consistent with departmental procedures.
  • Verifies general completeness of required inspections, fees have been paid, inter departmental tasks completed, and all plan/permit documentation has been received and processed, prior to the issuance of the Certificate of Occupancy.
  • Updates, monitors, operates the City’s permitting system daily.
  • Assists City Engineer, department supervisors, and other personnel daily with administrative matters.
  • Provides information via telephone, email and direct contact with the public.
  • Assists with compiling information for annual reports.
  • Compiles reports to ensure that all available permits are in the appropriate status and step in the approval process.
  • Prepares and maintains departmental records, correspondence, and construction plan files.
  • Provides general customer support as needed.
  • Other duties as assigned.

Minimum Qualifications

  • High School Diploma or equivalent
  • At least 3 years of experience in a construction office, permitting office or professional office in a customer service function or any equivalent combination of acceptable training, education and experience as determined by the City Engineer.
  • Experience with computer permitting software preferred.
  • Associate’s degree from an accredited college preferred.

Licenses, Certifications or Registrations:

  • Must possess and maintain a valid Florida driver’s license.

  • Ability to understand and reflect the Building Department’s goals and values.
  • Ability to learn and practice the procedures, duties, and responsibilities of the area of operation to which assigned.
  • Ability to learn current office practices, methods, and procedures.
  • Knowledge of business English, spelling, and arithmetic.
  • Knowledge of Microsoft Office programs.
  • Ability to learn MUNIS and Energov software systems.
  • Ability to provide regular, reliable, full-time attendance as scheduled.
  • Ability to maintain records and to prepare reports from such records.

  • Ability to understand and communicate the policies, procedures, and services of the department, division, or program.
  • Ability to deal with and work effectively with the stress that relates to angry or irate customers on occasions.
  • Ability to maintain punctuality with reliable transportation to and from work.
  • Ability to work independently without immediate supervision.
  • Ability to multitask effectively in a fast-paced environment.

Physical and Mental Requirements:

  • Ability to hear, speak, and understand conversations in a normal tone of voice. Use of senses, which include sight, smell, hearing, and touch.
  • Ability to see and read letters, numbers, words, characters or symbols, both large and small as well as identify colors.
  • Ability to stay in a bending, kneeling, or squatting position for periods less than 10 minutes.
  • Ability to move back and forth and sideways while bending, kneeling, or squatting position.
  • Ability to lift and/or carry items which as considered awkward to grasp or hold.
  • Ability to carry items for a distance, which ranges from 10 feet to no more than 300 yards.
  • Ability to go from a standing or sitting position to a bending, kneeling, or squatting position or vice-versa, periodically.
  • Ability to lift items (weighing less than 40lbs) above the head or down from over the head.
  • Ability to walk, stand, and sit for periods longer than 30 minutes.
  • Ability to walk continuously for more than 5 minutes at a time.
  • Ability to hold items (weighing between 1-10lbs) for a period of less than 10 minutes.
  • Ability to print and draw letters, numbers, words, characters, and symbols – must be legible and understood by others.
  • Ability to lift, carry, push, or pull items, which weigh up to 20lbs over uneven terrain, up/down stairs or ladders.
