The incumbent plans, supervises, directs and controls civilian and sworn Airport Police Division employees under the direction of the Airport Chief of Police. Airport Police Captain applies sound management techniques to ensure the mission of the Melbourne Airport Police Department (MAPD) is met through the enforcement of federal, state, and local laws and ordinances as well as rules and regulations of the Airport Security Program. In the absence of the Chief, may be asked to be in command. Airport Police Captain develops policies and procedures for implementation with the approval of the Chief. Responsibilities also include for full range of supervisory activities including but not limited to evaluation of personnel performance and assignment of investigations to include misconduct and or of discipline.

EXAMPLE OF DUTIES
Oversees assignment of assigned employees, inspects performance, assists with problems, provides technical direction, informally resolves personnel problems, provides training as needed, and reviews reports and other administrative activities.Oversees the personnel and functions of the badge office.Establishes and maintains goals, objectives, and action plans as pertains to the mission.Prepares a variety of status and information reports about department activities.Briefs others on important policy and administrative decisions.Conducts planning meetings and holds briefings with other supervisory personnel.Ensures that all city and department policies and procedures, state and federal agreements, and public records law are followed.Develops policies and procedures and manuals for assigned division and updates as necessary.Works with State Attorney’s Office and other criminal justice organizations to ensure rapid and effective law enforcement.Reviews reports and other data to prepare departmental briefs, evaluates adequacy of law enforcement measures, and plans long and short-range activities as it relates to the division assigned.Reallocates resources as needed and alerts the Chief of Police to special problems.Performs a variety of police activities; assists, coordinates and oversees the training with outside agencies to cover significant areas of training.Invites other agencies for cross training purposes.Attends professional conferences.Orders uniforms, weapons, ammunition, and law enforcement related equipment and materials.Oversees the maintenance of uniforms and equipment.Monitors and implements pertinent Part 1542 police/security procedures and activities as detailed in the Airport Security Program.Interacts closely with the Transportation Security Administration (TSA), outside law enforcement agenciesActs as the administrator for the Department of Management System program for MAPD accreditation.Responds to security matters in the event of an aircraft alert and or check point alarm as alternate for Airport Security Command.Responds to major accidents, crime, or fire scenes. Exercises command responsibility as required by circumstances and determines appropriate law enforcement action or other emergency response.Meets all standards for Police Officer certification under Florida Law.Attends professional development training.Acts in the stead of the Chief in his/her absence.Maintains the ability to complete the job tasks of Lieutenant, Sergeant or Police Officer.Responds to public requests for advice, complaints, and information.Maintains care and use of the equipment assigned to his/her command.Conducts investigations of violations of Departmental rules when requested by the Chief of Police.Drives police vehicle to conduct field inspections.Reviews daily memos, reports, letters, and requests.Investigates citizen complaints.Attends various meetings.Performs other assigned duties as assigned.

SUPPLEMENTAL INFORMATION
Knowledge of police principles and practices.Knowledge of modern practices, procedures, and equipment in emergency communications. Knowledge of technical equipment for crime investigation.Knowledge of supervisory and leadership principles and practices.Knowledge of counseling and motivating subordinatesKnowledge of investigating and resolution.Knowledge of laws, applicable ordinances, and court decisions.Skill in directing and managing complex programs.Ability to develop and implement long-range goals and objectives, and to develop the same skills in subordinates.Ability to recognize and resolve organizational conflict.Ability to develop and maintain strong communication and interpersonal skills.Ability to conduct oral and written presentations.Ability to hear, speak, understand conversation in English in various tones of voice, as well as accents.Ability to see and read letters, numbers, words, characters, or symbols which are both large and small, as well as identify colors.Ability to lift, carry, push, or pull items weighing more than 15 pounds from one point to the other for a distance which may range from less than 10 feet to no more than 300 yards.Ability to stay in a standing position, also a bending, kneeling, or squatting position for periods more than 10 minutes.Ability to operate motor vehicles; i.e., automobiles, trucks, and vans.Ability to go from a standing or sitting position to a bending, kneeling, or squatting position, or vice-versa, periodically.Ability to work in areas that may be cool (68 degrees or lower), or warm (75 degrees or hotter), during adverse weather conditions, for periods which may range from ten minutes to ten hours or longer.Ability to physically restrain or subdue an individual(s). Ability to learn simple or complex tasks.Ability to work effectively with the community, the news media, and other agencies and organizations.Ability to analyze data and make decisions.Ability to initiate and maintain productive communications and cooperation. Ability to operate a radio, telephone, and related communications equipment.Ability to plan and implement special operations to address specific crime and security needs: i.e. Presidential visits or dignitaries or air shows. Ability to think and act quickly, calmly, and accurately in emergency situations.Ability to evaluate program effectiveness.Ability to supervise and train.Ability to work in high pace environment. PHYSICAL DEMANDS: The work is heavy and requires up to 100 pounds of force occasionally, and up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, manual dexterity, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
