Directs and oversees Under the general direction of the Chief Information Officer/Director of Information Technology, performs technical, administrative, and supervisory work in directing activities of the City's Infrastructure and IT Technicians teams. Work involves planning, coordination and directing the continuous operation of the City's computer network, infrastructure, wireless communications, two data centers, security, backup, and disaster recovery services. Work is performed with considerable latitude and independence in decision making within established policies. Work is reviewed through observation, conferences, reports, and results obtained. Performs other work as required.

  • Directs and oversees the highly technical, specialized, activities of the Infrastructure and IT Technician Divisions.
  • Supervises, coordinates, and gives technical direction to Division supervisors, and technical personnel.
  • Establishes operational priorities and schedules major in-house projects within the respective Departments and Divisions.
  • Reviews and critiques proposed developmental and engineering plans for the expansion, upgrade and/or acceptance of proposed network, computer infrastructure, fiber optic, Internet, and communications systems.
  • Works closely with other staff members and/or consulting engineers on the design of new network, computer infrastructure, fiber optic, Internet, and communications systems and the upgrading of existing systems as warranted.
  • Prepares, proposes, and administers yearly budget for operation and maintenance of respective Division.
  • Researches, prepares and submits various reports, memos, letters and documents to appropriate agencies, firms and or other City departments as needed. Interviews applicants for vacant positions within the respective Divisions. Counsels, reprimands and disciplines employees within respective Departments concerning matters that relate to work performance and adherence to City rules and regulations. Researches and reviews potential use of new technologies and repair/replacement methods
  • that are applicable to network, computer infrastructure, fiber optic, Internet, and communications systems.
  • Formulates and upgrades policies/procedures as they relate to security, safety, work efficiency and other matters concerning departmental operations. Meets with and coordinates activities involving external technology and private contractors, as well as applicable State, County and local officials. Communicates and coordinates inquiries from employees, contractors, engineers and others concerning the operational and physical properties of the network, computer infrastructure, fiber optic, Internet, and communications systems.
  • Performs evaluation, modification, development, and implementation of software systems (operating systems, languages, utility programs, generalized input-output control systems, information retrieval access methods).
  • Assists with hardware studies, standards, development activities, technical and management education programs, and application system design quality appraisals.
  • Assists Operations staff in developing and implementing software to improve utilization effectiveness.
  • Advises Applications Development staff on best approaches to systems design relative to software capabilities and hardware features.
  • Troubleshoots problems in hardware operating system software.
  • Reports to Assistant Information Technology Director on project progress, problems, and the need for changes; ensures that all work meets standards.
  • Makes presentations regarding project progress and implementation to Information Technology Department and upper City management.
  • Aids departments and divisions in selection of computer hardware equipment and user education and training.
  • Identifies diagnoses and resolves network problems.
  • Research, evaluate and recommend computer technologies and determine how they can be applicable to the City's network.
  • Plan and design network infrastructure changes.
  • Install, configure and support network components, such as routers, switches, racks, servers, firewalls, gateways, wireless access points, software solutions, tools, storage and backup units, virtual solutions, clouding services, wiring, etc.
  • Maintains the integrity, performance, and availability of the City's Network.
  • Produce and maintain network documentation, such as technical diagrams, maps, procedures, policies, settings, and troubleshooting actions.
  • Design, acquire, configure, test and support communication systems, such as e-mail, instant messaging, fax, spam filters, telephony, messaging, etc.
  • Communicates network changes, problems or special situations to managers and others who could be affected by the network behavior.
  • Participates in the implementation, testing and simulation of the Backup and Disaster Recovery plan.
  • Prepare training material to improve the use and integrity of the City's network.
  • Supervises and evaluates the work of subordinate Infrastructure and IT Technicians and interacts with vendors on getting information about products and solutions.
  • Performs other assigned duties as assigned.
  • 7 -10 years of progressively responsible experience, including three (3) years of management experience in support of network operations, network components, network protocols and network applications, implementation, hardware and software (servers, routers, switches, etc.) security hardware and software solutions and virtual solutions.
  • Supervisory experience in a senior leadership role required to coordinate the integration of data, information and communications systems. Manages the day-to-day operations of the IT infrastructure workload and allocation and distribution of staff and resources.
  • Preferred certifications include Microsoft, Cisco, VMWARE, Security, CompTIA Network and Project Management
  • OR
  • Bachelors’ degree can be substituted for a minimum of 9 years’ experience performing at a management level including at least Five (5) years of direct supervisory experience in the commercial or public sector in the development, implementation, management and operation of networks/communications infrastructure and data center technology/infrastructure.

Special Requirement: This position will be subject to additional security clearances as mandated by the Florida Department of Law Enforcement (FDLE), Criminal Justice Standards and Training Commission (CJST) and the Melbourne Police Department due to access to the police department facility or police department's electronic data.

Licenses, Certifications or Registrations: 

  • Must possess and maintain a valid Florida driver’s license
  • Must possess a Cisco Certified Network Professional certification.
  • Knowledge and skill in application of modern management methods and practices.
  • Knowledge of network management/configuration techniques.
  • Knowledge of the operating characteristics, capabilities, and limitations of electronic computer equipment.
  • Ability and skill to work from, interpret, review and critique plan/profile prints.
  • Knowledge of research techniques, methods and procedures.
  • Skill in troubleshooting and problem resolution at the PC, server, switch, and networking levels.
  • Knowledge and ability to interpret Federal, State, and local laws, rules, and regulations as they pertain to the network, computer infrastructure, fiber optic, Internet, and communications systems particularly within cybersecurity, CJIS, and FDLE requirements.
  • Knowledge of engineering principles and practices applied to network, computer infrastructure, fiber optic, Internet, and communications systems.
  • Ability to conduct tests, analyze test results, detect network/systems operations errors and make corrections.
  • Ability to establish and maintain effective working relationships with industry professionals, other members of management, subordinates, and city employees.
  • Ability to perform short- and long-term planning.
  • Ability to maintain a highly competent technical staff.
  • Ability to review software systems to check effectiveness.
  • Ability to read and comprehend technical manuals.
  • Ability to work in heat, cold, around noise and other undesirable environmental conditions.
  • Ability to hear and comprehend conversation spoken at various tones of voice and various speeds.

  • Ability to read fine print on computer paper and computer terminal and see lights on equipment.

  • Ability to identify and comprehend colors as they relate to electrical wiring, network, computer infrastructure, fiber optic, Internet, and communications systems.
  • Ability to present projects clearly and concisely orally and in writing to Information Technology users.
  • Thorough knowledge of Microsoft technologies, such as Windows server and desktop versions, Active Directory, group policies, tools and solutions.
  • Thorough knowledge of LAN/WAN, planning, design, installation, configuration, and support.  
  • Considerable knowledge and experience researching, evaluating, acquiring, implementing, and supporting network components, such as servers, routers, switches, storage and backup units, virtual solutions, clouding services, tools, software, security solutions, personal computers, mobile devices, etc.
  • Considerable knowledge of network protocols, such as TCP/IP, DNS, DHCP and Cisco routed/routing protocols.
  • Ability to plan, assign, and supervise subordinate personnel, in a manner conducive to full performance and high morale.
  • Ability to work independently with minimal supervision and general instructions.
  • Ability to manage complex projects including all phases from Planning to Execution and Closing.
  • Ability to adhere to established standards, complete projects within stringent time schedules and perform well under pressure.
  • Ability to express oneself clearly and concisely, both orally and in writing (policies, procedures, technical diagrams, etc.).
  • Ability to work closely with vendors and purchasing department to evaluate and acquire network components.
  • Ability to work closely with and explain sophisticated technology and processes to end user community.
  • Ability to demonstrate experience and knowledge in project management.
  • Ability to manage and operate two Data Centers, 24x7x365 with minimal downtime of hardware and software systems.  
  • Ability to schedule and install security and operating system upgrades/patches within the specified times required and/or recommend by regulating agencies.
