ESSENTIAL JOB FUNCTIONS: Works under the direction of an assigned supervisor in the Office of Emergency Management. Assists in preparing plans that outline operating procedures to be used for special events. Responds to disasters/emergencies such as tornadoes, flooding, and terrorist attacks, and in recovery from these events. Collaborates with other officials to prepare and analyze damage assessments following disasters or emergencies. Consults with officials of schools, hospitals, and other institutions in order to determine their needs and capabilities in the event of a natural disaster or other emergency. Assists in maintaining and updating all resource materials associated with emergency preparedness plans. Maintains up to date with federal, state and local regulations affecting emergency plans, and ensure that plans adhere to these regulations. Implement activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation. Proposes alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations. Attends meetings, conferences, and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management specialists. Coordinates disaster response or crisis management activities such as opening public shelters, warming/cooling centers. Implements special needs plans and programs. Assists in OEM warehouse duties to include inventory and maintenance of stored assets and supplies to include deployment of assets in the field. Assists with oversite and preventive maintenance of the 106 city of Memphis outdoor warning sirens program. Assists in preparing emergency situation status reports that describe response and recovery efforts, needs, and preliminary damage assessments. Develops and maintains liaisons with municipalities, county departments, and similar entities in order to facilitate plan development, response effort coordination, and exchanges of personnel and equipment. Assists in the development of instructional materials for the public and make presentations to citizens' groups in order to provide information on emergency plans and their implementation process.

 OTHER FUNCTIONS:

1.         Emergency planning for all special events and/or large-scale events.

2.         Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS: Requires the ability to communicate clearly both verbally and in writing.  Requires the ability to operate vehicles of various sizes and operate vehicles and towing trailers. Requires traversing on uneven ground, stooping, bending, reaching above head, and climbing a ladder. Ability to lift items of moderate weight (50lbs individually and up to 100lbs with assistance).

TYPICAL WORKING CONDITIONS: Requires traveling from one worksite to another 1/2-mile distance or at least 5% of each workday on average.

MINIMUM QUALIFICATIONS: Completion of applicable Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) /Incident Command System (ICS) courses (100, 200, 700, 800), with a minimum of 2 (two) years of public service or public safety-type employment or volunteer service at the local, county, state, or federal level or military service in operations or disaster preparedness is required. Bachelor’s degree preferred.  

SPECIAL REQUIREMENTSMust complete Hazardous Material Awareness, Basic Weather Spotter, CPR, ICS-300, ICS 400, S715 Damage Assessment, G-191 EOC/ICS Interface, and FEMA Professional Development Series training within the first 12 (twelve) months as a condition of continued employment.
