ESSENTIAL JOB FUNCTIONS: Works under the direction of the Office of Business & Compliance Director to manage the operation of the Business Diversity and Compliance Office (OBDC) to include financial planning, human resources, and contract oversight. Provides work direction, assignment of duties, evaluation of work performance and discipline of assigned staff. Works with the OBDC Director and department staff to prepare the Office’s Operating Budget. Prepares presentations for the budget approval process. Researches and drafts responses to inquiries from Administration or Council. Develops monthly budget reports for OBDC Office. Develops and monitors monthly forecasting reports for the service centers. Prepares and submits budget line-item transfers and clean up documentation as appropriate to ensure OBDC Office expenses do not exceed appropriated amount. Provides executive management with recommendations on financial implications of business and operational activities. Manages the contracting process for the OBDC Office. Monitors the effectiveness of OBDC Office operations in receiving, reviewing, and resolving requests or complaints. Improves productivity and enhances effectiveness of processes to meet OBDC Office business needs. Ensures the staff members make accurate and timely updates and troubleshoots issues as they arise. Acts as a lead to improve procurement processes for the OBDC Office. Manages all aspects of human resources for the OBDC Office and acts as a liaison with the City’s Human Resources Division. Develops and implements evaluation and metrics to assess performance. Collaborates with Information Technology Division to coordinate the resolution of high-level technical hardware or office productivity issues and to ensure key performance measurements and processes are being met. Performs financial analysis on special projects as requested by OBDC Director. Creates and prepares a variety of correspondence memoranda and reports by utilizing various computer applications. Collects data and maintains administrative records and confidential files. Coordinates, arranges and confirms meetings, appointments and community/intergovernmental events. Develops itineraries and make travel arrangements. Submits conference registrations and arranges hotel and flight reservations. Prepares and process requisitions, purchase orders and accounts payable requests for assigned service centers. Prepares and maintains staff attendance and time off records. Attends meetings, events and represents the OBDC as directed.
OTHER FUNCTIONS:
1. Performs additional functions (essential or otherwise) which may be assigned.
TYPICAL PHYSICAL DEMANDS: Requires the ability to effectively communicate orally and in writing. May be required to travel to offsite meetings in various locations throughout the city.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment.
MINIMUM QUALIFICATIONS: Bachelor’s Degree in Finance, Business Administration or related field of study, and nine (9) years’ experience in financial matters, budget preparation, and financial analysis; or any combination of experience and training which enables one to perform the essential job functions.
