Description

The Support Services Foreman must possess varied and extensive technical skills and be able to demonstrate proficiency in performing all of the Support Services Team’s essential functions. The Foreman works collaboratively with the Support Services Manager and Custodians in scheduling and prioritizing the work of the Team, leading the work of fellow employees, training employees, and administering contractual work and day-to-day operations required by the Team. The position will both supervise and work as a team member alongside the Support Services staff. The Foreman is expected to ensure work is performed safely, solve problems, document work, and provide an excellent role model for team members in the performance of job duties and adherence to maintenance practices, standards, and procedures. The ideal candidate is an individual with experience in leading a crew and will bring a positive attitude to the team.

Essential Job Functions

  • Administers and supervises daily schedules and work plans. Coordinates crew work schedules and works with the Support Services Manager to develop and implement maintenance plans to meet the City’s desired levels of service.
  • Coordinates the development and implementation of the Team’s annual work program.
  • Assists the Support Services Manager in developing and managing the Team’s biennial budgets.
  • Creates, monitors, assigns, reviews, and closes work orders and service requests in the City’s asset management system (Cityworks).
  • Performs custodial duties as needed (i.e. during staff vacations, sick leave, special events, etc.)
  • Collaborates with the Support Services Manager in the creation of operational manuals, documentation of standard operating procedures, identification of opportunities for process improvements, and development of on-going preventative maintenance programs for all City facilities.
  • Contacts, schedules, and acts as on-site contact for contractors and vendors.
  • Coordinates job site and work plan logistics and operations, necessary traffic controls, record keeping, and individual task assignments for the crew. Enforces safety regulations and ensures compliance with policies, standards, and regulations.
  • Assumes responsibility for Facilities in the absence of the Support Services Manager.
  • Reviews and processes invoices for payment.
  • Monitors facilities to ensure that safety rules and regulations are adhered to, and that the work areas and equipment are in safe operating condition; reports safety hazards, traffic problems, equipment problems, and emergency situations.
  • Instructs crew in proper use and maintenance of equipment and tools; works with staff to correct performance deficiencies.
  • Prioritizes assignments, schedules, and reviews daily tasks for work quality and timely completion of assigned duties and responsibilities.
  • Responds to public and staff requests and concerns.
  • Coordinates activities with other departments, divisions, and teams to accomplish work tasks.
  • Assists the Support Services Manager with equipment purchasing and establishment of equipment maintenance procedures.
  • Coordinates the training and cross-training of crews in all maintenance tasks.
  • Inspects facilities for proper operation of building systems and components, including access control, security, fire monitoring, HVAC, and other systems.
  • Coordinates select capital improvement projects for the repair of existing facilities and infrastructure.
  • Coordinates inventory of materials necessary for routine operations and special projects. Assists the warehouse in ordering parts according to material standards and specifications.
  • Performs maintenance and repairs as needed.
  • Acts as in-the-field supervisor/project manager including inspections, cost management, schedule coordination and monitoring contract terms and conditions.
  • Other duties as assigned.

  • High school education or equivalent and at least five years’ experience in the construction trades.
  • Good verbal communication skills (listening, giving feedback, and speaking up) as well as effective interpersonal and customer relations skills are essential in a teamwork environment. Skill in written communications (work orders, directions, emails, and memos) is required, along with the ability to demonstrate advanced or intermediate mathematics and budgeting skills.
  • Knowledge of operation and service of complex equipment and vehicles used in construction, repair, and maintenance.
  • Ability to operate tools and janitorial machinery (for example: floor scrubber, drain snake, hand, and power tools)
  • Ability to demonstrate understanding of basic building systems, basic engineering, and design as-builts (such as interpreting and adding new information or updates).
  • Ability to practice safety by wearing appropriate protective clothing and following good housekeeping and safety procedures.
  • Must be able to read and interpret engineering specifications, drawings, or maps.
  • Must have regular and predictable work attendance to fulfill the essential functions of the job.
  • Must have ability and knowledge to make decisions or takes actions to solve problems.
  • Must have ability to get along well and supervise a variety of personalities and individuals.

Licensure/Certification

  • Possess (within six months of employment) and keep current, the following certifications:
  • First Aid/CPR certification
  • Flagging certification
  • Valid WA State Driver’s License with a driving record free from frequent or serious violations. A three (3) year driving record abstract must be submitted prior to hire.
  • Completion of NIMS ICS-100, 200, and 700, within the first six months of employment

DRUG AND ALCOHOL TESTING

The City of Mercer Island has a policy to maintain a work environment free of substance abuse. This policy applies to all current and prospective employees. Drug and alcohol testing is required for employees and candidates applying for safety sensitive positions or whose job requires a commercial driver’s license (CDL). This testing may be waived for job candidates if records are made available from another employer who tested the candidate in the last 6 months. Positive test results will be defined as an alcohol concentration over 0.02 or a positive test result for marijuana, opiates, cocaine, amphetamines, or phencyclidines. All employment offers are contingent upon successfully passing a drug and alcohol test. Job candidates who test positive will be terminated from consideration for employment immediately.

Working Conditions & Physical Abilities

TOOLS AND EQUIPMENT

Various types of tools and equipment are used, but not limited to the following:

  • Testing equipment: capacitors, gas detectors, gauges, multi-meter, metal detectors, humidity detectors, stud finders.
  • Specialized equipment: snow blower, drain snake, floor scrubber, sanitizing equipment, biohazard cleaning equipment.
  • Power tools: drills, crew drivers, impact drivers, roto hammers, a variety of saws and cutting tools.
  • Hand tools: screw drivers, hammers, hand saws, measuring tools, shovels, mops, brooms, scraping tools, various cleaning tools.
  • Future work practices may necessitate the use of different tools and equipment.

WORKING CONDITIONS And PHYSICAL ABILITIES

Team Foremen risk physical hazards from working in and around traffic, heavy machinery, heights, and confined spaces and utilities. Exposure to noise, vibration, hazardous and toxic materials, fumes, gases, and odors is routine.

Work requires physical strength and agility necessary to perform heavy manual labor under all kinds of weather conditions. Work activities include combinations of sitting, standing, and walking and the ability to lift 50-100 pounds as required. Team members must be able to see, hear, and smell in order to detect problems and be responsive to their own safety, as well as that of fellow team members.

Team Foremen must follow appropriate safety procedures and use of protective clothing and equipment as appropriate. Public Works teams operate in a smoke and drug-free work environment for their health, safety, and productivity, as well as that of their customers.
