What are the responsibilities and job description for the Principal Planner position at City of Mesa?

A Principal Planner performs advanced-level professional planning and supervisory work that may oversee an entire Unit or portions of a Unit within the department. A Principal Planner is responsible for administrative functions, and for managing/supervising professional planners, architects, landscape architects, engineers, and/or paraprofessional/technical staff either directly, or through subordinate supervisors. This class is responsible for directing, overseeing, and assigning work activities and projects; monitoring workflow; and reviewing and evaluating reports, documents, and recommendations. Work assignments are done with considerable independence. Employees in this class may perform any combination of Current or Long-Range Planning duties as assigned. This class performs related duties as required.
Urban Design and Planning duties include, but are not limited to: supervising the Urban Planning Unit by leading urban design projects and recommendations in creating great places; providing design guidance for City initiated projects; preparing design graphics for public meetings and illustrations; preparing schematic designs and preliminary plans for streetscape improvements and integrated community urban design plans; coordinating with private developers, planners, and other City Departments on applicant projects to review design concepts and recommend potential design changes; preparing graphics for presentations; coordinating and performing research related to design projects and programs; making presentations to City Council and various boards; coordinating and facilitating public meetings and making presentations to community groups and agencies.
Current Planning duties include, but are not limited to: implementing policies and procedures related to development planning; administering current planning functions for the City including subdivision of land, design review, zoning entitlements, and other planning applications; interpreting planning codes; overseeing the public counter and the Planner of the Day to provide accurate, consistent assistance to customers; reviewing development review processes, suggesting changes, and providing training; coordinating the development review process, including meetings with the public, applicants, architects, engineers, attorneys, and other City staff; advising and preparing recommendations for the Design Review Board, Planning and Zoning Board, Board of Adjustments, ad hoc committees, citizen groups, City management, and the City Council; setting up and conducting regular meetings with planning staff to review current cases; overseeing the preparation of board, committee, and Council packets, citizen participation plans and reports, legal advertisements, notifications, and maps; reviewing reports and providing an analysis as requested by the Development Services Director or Planning Director; identifying and implementing priorities for the Current Planning Unit; and representing the City as a planning expert in various legal issues or on various regional planning committees.
Long-Range Planning duties include, but are not limited to: preparing, coordinating, and implementing various projects such as the General Plan Update; coordinating policy discussions, including text amendments, with the Current Planning Unit; coordinating the long range planning process including meeting with the general public, applicants, architects, engineers, attorneys, and other City staff, to advise and prepare recommendations for the Design Review Board, Planning and Zoning Boards, Subdivision Technical Review Committee, General Plan Update Committee, ad hoc committees, citizen groups, City management, and the City Council; coordinating area and neighborhood plans and special planning projects and developments; overseeing compilation of the City’s demographic data and works with other City departments providing demographic information and projections; overseeing the creation and revision of complex computerized mapping projects; overseeing the City census program; assigning annexation projects and reviewing work in progress for compliance with state laws; making presentations to City Council and various boards; and coordinating and facilitating public meetings and making presentations to community groups and agencies.
Work is performed with general instructions from the Planning Director or Department Director who reviews work through meetings, conferences, and results achieved. This class is FLSA exempt-administrative.

Minimum Qualifications Required. Graduation from an accredited college or university with a Bachelor's Degree in Urban Design, Urban Planning, Geography, Architecture, Landscape Architecture, GIS (Geographic Information System), Civil Engineering, or a related field. Extensive (5 years) professional experience in urban planning (example: urban design, current or long-range planning), including good (1 - 3 years) supervisory experience.
Special Requirements: Must possess a valid Class D Arizona Driver’s License within 90 days of hire or promotion date.
Preferred/Desirable Qualifications. A Master's Degree from an accredited college or university in an appropriate field, and certification by the American Society of Landscape Architects, American Institute of Architects, and/or American Institute of Certified Planners are preferred.
