GENERAL SUMMARY

To direct, manage, supervise, and coordinate the programs and activities of the Traffic Engineering and Street Lighting Divisions within the Public Works Department; to coordinate assigned activities with other City departments, divisions and outside agencies; and to provide highly responsible and complex administrative support to the Manager of Traffic Engineering and the Public Works Director.

SUPERVISION
- General supervision is provided by the Manager of Traffic Engineering. Responsible for supervision of the Traffic support staff, as authorized by the Manager of Traffic Engineering.
ESSENTIAL DUTIES AND RESPONSIBILITIES
All behaviors comply with the Code of Conduct & Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs including traffic safety and signals, signs and markings, and street lighting maintenance; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.Design of plans and bid specifications for traffic signals; coordinate and review the work of contractors; recommend adjustments as necessary.Assist in monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Manager of Traffic Engineering and Assistant Director of Public Works; implement improvements.Plan, direct, coordinate and review the work plan for the Traffic Engineering and Street Lighting Division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.Participate in the development and administration of the Traffic Engineering and Street Lighting Division annual budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary.Provide responsible staff assistance to the Public Works Director; prepare and present staff reports and other necessary correspondence.Respond to and resolve difficult and sensitive citizen inquiries and complaints.Request quarterly reimbursements from TxDOT per the signal maintenance agreement.Coordinate with and review billings from TXU Electric to ensure the City only pays for the services it receives; ensure TXU Electric maintains the City's street lights per the franchise agreement.OTHER DUTIES AND RESPONSIBILITIES :
Serve as liaison for the Traffic Engineering Division and Street Lighting with other City departments, divisions and outside agencies; negotiate and resolve significant and controversial issues.Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Traffic Engineering and Street Lighting Division programs, policies and procedures as appropriate.Provide staff support on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of traffic engineering.Perform other duties as assigned.MINIMUM JOB REQUIREMENTS
EDUCATION
Bachelor's degree from an accredited college or university with major coursework in civil or traffic engineering or other field related to transportation.EXPERIENCE
5 years of increasingly responsible experience as a registered professional engineer.LICENSES AND CERTIFICATES
Possession of a valid driver's license.Possession of a Texas Professional Engineering License issued by the state Board of Registration for Professional Engineers or obtain a Texas Professional Engineering License within six months of employment.WORK SCHEDULE

The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee.
Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees : Supplemental Life, AD&D Insurance, Cancer Insurance and Long-Term Disability
Texas Municipal Retirement System (TMRS) : All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.
Other benefits include Social Security, Tax Saver Program (Section 125 Flexible Spending Account), Deferred Compensation Plans, Direct Deposit, Paid Holidays, Paid Vacation, Sick Leave and Personal Leave.
