Salary : $47,957.70 / annual minimum - $71,936.54 / annual max (Depending on qualifications)
To provide highly responsible support to the Cash and Debt Administrator by implementing investment strategies, investment trading, banking, and activities of cash and debt management. This includes investment portfolio management, cash forecasting, financial institution relations, coordinating and developing financial reports required for issuance and continuing disclosure of debt instruments and post-issuance compliance.

SUPERVISION
General supervision is provided by the Cash and Debt Administrator.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Adheres to assigned work schedule as outlined in City and department attendance policies and procedures.
- Assists in managing the City's investment portfolio.
- Assists with annual updates of the City's investment policy and investment strategies in accordance with the Texas Public Funds Investment Act (PFIA).
- Inputs investment transactions, selects and executes bids, authorizes funding transfers; prepares monthly journal entries for investments, interest allocation, and other financial activities; reconciles portfolio values with general ledger and prepares portfolio reports.
- Maintains a cash flow and liquidity spreadsheet for the investment portfolio and analyzes expected revenues and expenditures to ensure liquidity and funding capacity; monitors daily settlement of City's bank accounts and ensures adequate collateralization of deposits.
- Performs complex analysis of financial and investment data; prepares quarterly investment reports; analyzes financial reports and records to determine trends or irregularities.
- Ensures debt service payments are accurate and timely; monitors new and outstanding debt for compliance with securities disclosure laws; maintains and updates debt service schedules.
- Review preliminary official statements and other debt-related documents to ensure completeness and accuracy.
- Coordinates financial institution relations including bank accounts, collateralization, safekeeping, and wire agreements. Reviews proposals for completeness, accuracy, and conformance with established procedures; assists with review of bank depository agreement bid proposals and selection recommendations.
- Coordinates annual bond continuing disclosure reports with outside consultants and required dissemination to the Electronic Municipal Market Access (EMMA) system; provides assistance to the public, bondholders, financial advisors, and bond rating agencies.
- Assists with bond retention program; monitors and reviews bond expenditures over life of bonds and maintains all supporting documentation for arbitrage rebate analysis and computations by outside consultants; prepares any arbitrage rebate and yield reduction payments to U.S. Treasury.
- Ensures investment reporting is in compliance with applicable laws, regulations and policies for cash and investments in the State of Texas, including financial transparency standards and City policies.
- Assists with year-end schedules for work in progress, investment footnote disclosures, audit confirmations and client-prepared schedules in preparation for the City's Annual Comprehensive Financial Report (ACFR) and independent audit.
- Performs special projects at the request of management, to include research, analysis, and recommendations.
- Establishes and maintains credibility by providing timely and accurate analysis, reports, and visual presentations.
MINIMUM JOB REQUIREMENTS
EDUCATION
Bachelor's degree from an accredited college or university with major coursework in accounting, finance, public administration, or closely related field.
EXPERIENCE
Two years of experience in investment, treasury, financial or accounting administration.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Job Requirements may be an acceptable substitute for the above-specified education and experience requirements.
LICENSES AND CERTIFICATES
Complete required training in compliance with the Texas Public Funds Investment Act (PFIA) within 12 months of assuming duties and thereafter every two years.
Possession of a valid driver's license.

The City is self-insured and offers a choice of four medical plans : HSA, High Deductible, HMO, PPO, and EPO Medical Plans through Blue Cross Blue Shield of Texas. Employee medical coverage goes into effect the first day of the month following 30 days of employment. Coverage is available to all full-time employees at group rates. Employees enrolled in the City's self-insured medical plan also have access to the Mesquite Employee Health Center (MEHC) clinic and pharmacy.
The City offers three dental plan options : a managed plan (DHMO), an indemnity plan (DPPO), an enhanced indemnity plan (DPPO Enhanced). Coverage is available to all full-time employees at group rates.
The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee.
Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees : Supplemental Life, AD&D Insurance, Cancer Insurance and Long-Term Disability
Texas Municipal Retirement System (TMRS) : All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.
Other benefits include Social Security, Tax Saver Program (Section 125 Flexible Spending Account), Deferred Compensation Plans, Direct Deposit, Paid Holidays, Paid Vacation, Sick Leave and Personal Leave.
