Nature of Work

This classification aims to perform expert-level skilled work, primarily control room and field duties. This is responsibly advanced, technical, supervisory, and semi-skilled work in monitoring, operation, routine maintenance, cleaning, and minor repair of water, stormwater, sewer, and control equipment, installations, and facilities in the City's Public Works Department. Employees in this classification ensure safe working conditions, maintain water flow, and test the water supply. The emphasis of work is the monitoring and adjusting pressures and flows through the operation of manual and electrical controls, maintenance of equipment and facilities, and minor or emergency repairs, generally in the control facility or individual pumping station. This position reports to the Infrastructure Support Operator A and Infrastructure Support Supervisor.

  • Plans, supervises, and participates in the work of crews involved in the operation, monitoring, installation, construction, inspection, maintenance, repair, overall cleaning, and general care of all utility systems and flow control devices.
  • Trains and evaluates the work of skilled, semi-skilled, and unskilled workers.
  • Responds to emergencies on a 24-hour basis.
  • Performs or assists subordinates in performing unusual or highly technical work, responding to unique or difficult situations, and resolving problems.
  • Establishes and enforces safety standards and safe operating procedures.
  • Prepares, maintains, and evaluates employee and equipment operations, performance records, and reports.
  • Completes research, participates in training, and maintains contacts to remain informed on current developments, programs, regulations, and procedures in assignments; incorporates such information into training.
  • Works in conjunction with design, inspection, technical personnel, regulatory, and other agencies to ensure compliance with required laws, regulations, standards, guidelines, and procedures.
  • Inventories, evaluates and makes detailed recommendations for modifying or purchasing necessary parts, supplies, materials, services, and equipment and maintains stock as directed.
  • Assists in other major Public Works projects outside of typical areas of responsibility.
  • Substitutes for supervisor during their absence.
  • Locate utilities when required.
  • Maintain pump stations water storage tanks and instruct others in the operation and maintenance procedures.
  • Performs chemical tests involving chlorine residuals water quality testing sampling, conducts leak surveys, and trains others in correct methods of leak surveying.
  • Read and understand area maps; locate lines; instruct others in using maps and line location procedures for other utilities and agencies.
  • Prepares or receives various forms, reports, correspondence, manuals, reference materials, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.
  • Communicates with supervisor, employees, other departments, the general public, and other individuals as needed to coordinate work activities, review the status of work, exchange information, or resolve problems.
  • Monitors work site to ensure safe working procedures are followed.
  • Operates manual, electrical, and computerized controls of various pumping stations from a central control console or individual stations
  • Monitors water pressure and flow throughout the City by reading meters and charts
  • Monitors the performance of the City's SCADA system
  • Changes daily meter charts
  • Provides adequate pressure and flow by starting, stopping, and regulating pumps at various locations
  • Fills reservoirs and maintains levels
  • Performs water turn-ons and turn-offs as directed
  • Receives, logs, and processes citizen complaints

Minimum Requirements

  • Must possess a High School Diploma, General Equivalency Diploma, or a recognized equivalent certificate.
  • Must obtain a Level “3” FWPCOA Utilities Maintenance Certification within 12 months
  • Must obtain NIMS 100, 200, 700, and 800 Certification
  • Must obtain Intermediate MOT within 12 months of appointment
  • Must obtain and maintain an FDEP Class 3 Water Distribution License or a minimum Florida Class "C" WTPO license or higher within 18 months of employment to remain employed with the City of Miami Beach.
  • Shift work includes nights, weekends, and holidays
  • Must be available for overtime, which includes nights, weekends, and holidays
  • This position is a trainee position and promotion to Infrastructure Support Operator C is required within 18 months to remain employed with the City of Miami Beach and must receive a satisfactory performance review.

Physical Requirements
  • Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone, electronic mail, and through personal contact
  • Must have the physical capability to effectively use and operate various items of office-related equipment, such as, but not limited to, computers, calculators, copiers, and telephones
  • Continuous walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing, and pulling
  • Ability to lift heavy objects

  • Tasks require the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that generally involves lifting, carrying, pushing, and pulling moderately heavy objects and materials (20-50 pounds).
  • Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. All tasks require the ability to communicate effectively orally and or electronically.
  • Performance of essential functions may require exposure to adverse environmental conditions, such as confined space, dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, operating machinery, vibrations, electric currents, traffic hazards or toxic agents.

  • Reports to work as directed during an emergency as an essential employee of the City of Miami Beach
