General Description

Highly responsible professional engineering work, providing complex administrative support to the Department Director, Assistant City Manager, and City Manager. Manages, plans and directs the Engineering Division of the Public Works Department. Responsibility encompasses all aspects of engineering, project management, development review, surveying, geographic information systems (GIS) and records management. Ensures City's compliance with all applicable engineering standards, regulations and codes. Reports directly to the Public Works Department Director.

Essential Job Functions

Performs duties consistent with the City's vision for internal and external customer service excellence.

Assumes full management responsibility for all Engineering Services Division functions, programs, and operations including engineering design, traffic, GOB projects, capital improvement projects, surveying, field inspection, and related operations, functions, and program areas.

Has comprehensive knowledge of the technical terminology, standard tools, materials and practices used within the industry.

Review work requirements with Project Management and others necessary to determine contract skills and manpower requirements, manages bids and selection of outside contractors for engineering services, and participates in facility optimization and troubleshooting engineering to solve engineering, operations and maintenance problems.

Develop accurate cost estimations and suggest alternate pathways for accomplishing tasks to deliver projects on time and on budget.

Plans, directs, and coordinates, through subordinate level staff, the Engineering Services Division's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems. Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Assist the Director in the development and administration of the Division's budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.

Provides staff assistance to the Department Director, Assistant City Manager and City Manager; prepares, reviews, and presents staff reports including those for City Commission and community meetings; prepares and / or reviews written correspondence on a variety of City programs and projects.

Represents the Engineering Services Division to other departments, elected officials, the community and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.

Explains, justifies, and defends division programs, policies, and activities; negotiates and resolves sensitive and controversial issues.

Participates on a variety of boards, commissions, and committees as specified in City policy and / or at the direction of the Department Director or the Director's designee.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering.

Maintains an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountabilities. Strives to anticipate work to be done and initiates proper and acceptable direction for the completion of work with a minimum or no supervision and instructions.

Identifies or assists in identifying alternative solutions to routine problems or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors.

Attends required meetings, planning sessions and discussions on time. Implements work activity in accordance with priorities and estimated schedules.

Review construction plans and insures compliance with all applicable codes, regulations and professional practices.

Plans and directs the completion of engineering projects from the inception of an idea to the final acceptance of the product. Maintains an accurate cost accounting system of records for each assigned project.

Knowledge of audit processes for various types of funding sources i.e. FDOT, LAP.

Performs scheduled and unscheduled field inspections of construction work.

Has skill in the care and use of required equipment. Has knowledge of the occupational hazards and safety precautions of the trade.

Is able to use independent judgment in performing routine tasks.

Communicates effectively with co-workers and supervisors.

Reads and interprets work orders, policy and procedure manuals and other materials pertaining to the responsibilities of the job.

Serves the public and fellow employees with honesty and integrity in full accord with the letter and spirit of City Code, Administrative Policies including Ethics and Conflict of Interest policies.

Coordinates and supervises the efforts of contracted engineering consultants.

Develops repair and construction strategies and schedules to effectively maintain the City's road system and stormwater facilities networks.

Assist with identifying funds for engineering projects.

Identifies and recommends projects for GOB and Capital Improvement Programs funding for all engineering related projects.

Inspect construction projects for NPDES compliance.

Prepares and be responsible for submission of reports and permit data to outside jurisdictional agencies as required.

Assists the Director in establishing the priorities for all projects and the assignment of departmental resources to be allocated for specific projects. Serves as technical advisor to engineers, technicians and support personnel.

Responds to emergencies 24 hours a day.

Performs related duties as required.

Minimum Qualifications

Knowledge, Skills and Abilities :

Knowledge of :

Operations, services, and activities of engineering functions, activities and program areas. Principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training, and performance evaluation. Pertinent federal, state, and local laws, codes, and regulations. Concepts, theories, principles, and practices of civil engineering. Types and level of maintenance and repair activities generally performed in engineering services.

Modern methods, tools, equipment, materials, and work practices utilized in the design, construction, installation, operation, maintenance, and repair of related facilities and systems. Methods and techniques of contract negotiations and administration. Principles and practices of construction / capital improvement project management, administration, and coordination.

Ability to :

Manage and direct a comprehensive engineering services division including engineering design, traffic, capital improvement projects, surveying, field inspection, and related operations, functions, and program areas.

Ability to effectively use various personal computer applications such as AutoCAD, civil engineering software, GIS software, spreadsheets, graphics, and word processing programs is also needed. Develop and administer departmental goals, objectives, and procedures. Analyze and assess programs, policies, and operational needs and make appropriate adjustments. Research, analyze, and evaluate new service delivery methods and techniques. Select, supervise, train, and evaluate staff. Plan, organize, direct, and coordinate the work of lower level staff. Delegate authority and responsibility.

Review and evaluate engineering plans and specifications for related projects. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Prepare clear and concise administrative and financial reports. Prepare and administer large and complex budgets. Interpret and apply applicable federal, state, and local policies, laws, and regulations. Oversee and perform a variety of professional engineering functions.

Negotiate and administer various contracts and agreements. Identify and respond to sensitive community and organizational issues, concerns, and needs. Demonstrate an awareness and appreciation of the cultural diversity of the community. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience :

Requires Bachelor's degree in Civil Engineering or related science and six (6) or more years of progressively responsible experience in Engineering inclusive of related engineering planning, designing, public works and construction / maintenance tasks, or an equivalent combination of training and experience that provides the required knowledge, skills and abilities. A Master's degree is highly desirable.

Registration as a Professional Engineer (P.E.) by the State of Florida required prior. Must obtain an Erosion and Sedimentation Certificate within six (6) months of hire.

Possession valid Florida driver's license throughout employment.

Must obtain Certification from the Federal Emergency Management Administration, National Incident Management System IS-700 Introduction to NIMS, IS-800 National Response Plan, IS-100 Introduction to Incident Command, IS-200 Incident Command for Single Resources, IS-300 Intermediate Incident Command System, and IS-400 Advanced Incident Command System within one (1) year of hire.

This is light work requiring the exertion of 20 pounds of force occasionally and up to 10 pounds of force frequently. The work requires visual acuity and manual dexterity to operate computer equipment and for reviewing, checking, preparing and maintaining written and computer files. Incumbent is required to have sufficient hearing ability to perceive information at normal spoken word levels. Physical demands are in excess of those of sedentary work; must be able to remain on feet for extended periods of time and perform manual labor. Must be able to work in difficult conditions (floods, storms, rain, etc).

The City of Miami Gardens offers a comprehensive benefits package, including 176 hours of Personal Time Off (PTO) in lieu of vacation and sick time and 12 paid holidays (11 holidays and 1 floating holiday).

The City participates in the retirement plan administered by the Florida Retirement System (FRS), which requires a mandatory 3% contribution.
