General Description
The purpose of this classification is to plan, configure, implement, and manage software and hardware programs under limited supervision. Incumbent will perform advanced computer program analysis, monitor program implementation, and determine optimum capacity of hardware and software programs. The incumbent will also provide training and technical support to users and staff as well as establish policy and procedures regarding the execution of the programs. Supervise, train, and assist Computer / Data Technicians in the day-to-day operation of the system.
Essential Job Functions

Install, configure, and manage the Windows operating system hardware and software.
Analyze computer hardware and software malfunctions and take appropriate corrective action.
Assist in monitoring computer resources and providing recommendations for improvement.
Assist in the identification, evaluation, tailoring, and implementation of vendor-supplied software packages.
Evaluate performance of installed software to monitor trends, loads, and growth patterns. Monitor system utilization and capacity.
Prepare documentation for use by IS staff and end users.
Analyze specifications of application enhancements for compatibility with other systems.
Perform complex system analysis and programming in appropriate languages for batch and on-line systems.
Install software / hardware as necessary on PCs.
Troubleshoot complex client / server issues. Perform maintenance, backup, repair, tuning and compression of application databases and operating systems.
Provide training and assistance to end users.
Consult with users to define and analyze application modifications.
Design, write, and test new programs, scripts and database systems.
Act as a liaison between users and software / hardware vendors regarding problems and other inquiries.
Collect various statistical data for production of reports and presentations.
Customize commercial off-the-shelf (COTS) software for site specific needs where practical.
Test system components to ensure users requirements are met.
Identify and implement changes needed to reduce data redundancy.
Create project plans and task lists; manage task completion and perform plan updates.
Provide analysis, programming, testing, and implementation of requested software modifications.
Perform related technical duties such as responding to inquiries at the help desk, transmitting / receiving data files, deploying PCs, and training end users on specific applications.
Assess and develop long-term strategic goals for production databases in conjunction with data owners and department managers.
Install and configure relevant network components to ensure application access as well as database consistency and integrity.
Respond to and resolve application access and performance issues.
Monitor database system performance within the applications, including stored procedures and execution time, and implement efficiency improvements.
Design and implement redundant systems, policies, and procedures for disaster recovery and data archiving to ensure effective protection and integrity of data assets. Perform periodic tests of recovery procedures.
Monitor, optimize and allocate physical data storage space for application systems.
Plan and coordinate data migrations between systems.
Create, or support creation of, required reports in response to user needs.
Conduct research and make recommendations on information systems products, services, protocols, and standards in support of procurement and development efforts.
Adhere to our formal procurement process and strategy for the city's procurement of enterprise software, products, and services to support compliance, and ensure appropriate involvement and collaboration of necessary stakeholders.
Perform database transaction and security audits.
Establish appropriate end-user database access control levels.
Manage our Office 365 and Azure environment and future migrations, security policies, API and application registrations.
Develop routines for end-users to facilitate best practices database use.
Supervise, train, cross-train and assist Computer / Data Technicians in the day-to-day operation of the system.
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.
Performs related work as required.
Minimum Qualifications
Knowledge, Skills, and Abilities : Considerable knowledge of industry standard programming languages, project management and budgeting. Knowledge of relational database design. Knowledge of MS products including Office and NT. Knowledge of PC setup, system analysis, and application programming.
Ability to utilize strong analytical skills and problem-solving methods. Ability to install and troubleshoot highly complex PC hardware and software. Ability to read, understand, and follow instructions / guidelines. Ability to organize and coordinate a variety of activities. Ability to work with limited supervision. Ability to work effectively in high stress situations. Ability to multi-task. Ability to communicate effectively orally and in writing. Ability to accurately complete assignments in a timely fashion. Ability to explain City and Department rules, policies, and procedures. Ability to bend, stoop, reach, and / or climb to complete assigned work activities.
Education & Experience Requirements : Bachelor's degree in Computer Science, Information Systems or closely related field with minimum of five (5) years experience knowledge of industry standard programming languages, project management and budgeting, relational database design, MS products including Office and NT, knowledge of PC setup, system analysis, and application programming, or any equivalent combination of education and experience that provides the required knowledge, skills and abilities. MSDBA certification or equivalent experience required. Working knowledge of cloud technologies, Office 365 and Azure Administration Certifications required. Other hardware and software certifications preferred. Experience with Managing server virtualization technologies like VMWare Server / ESX or Microsoft HyperV / Virtual Server is desired.
Possess or be able to obtain a State of Florida driver's license and maintain throughout employment.
Employees in this class, assigned to the Police Department, serve on 24-hour systems support on a rotational basis. Evening and / or weekend work is required to perform many administration and maintenance duties.
Criminal Background Investigation : The Applicant assigned to work in the Police Department will be required to undergo and successfully pass a Criminal Background Investigation, a polygraph examination, undergo FDLE Certification and pass the FDLE Training Classes. Must obtain National / Florida Crime Information Center (NCIC / FCIC) clearance for work with the Police Department information systems.
