General Description

Performs a variety of supervisory, administrative, skilled and technical in planning, operations, maintenance, replacement and repair of city streets, stormwater systems, landscaping, and other public works duties. Acts as a liaison between City Administration and the community, providing reference services and information assistance. Oversee the stormwater/streets and landscaping division’s superintendents, and assume responsibility for ordering materials, managing personnel, equipment, budgets and adhering to established timeframes and deadlines.

Essential Job Functions

Supervise Stormwater/Streets and Landscaping Superintendents.

Determines work procedures, prepares work schedules, and expedites workflow with superintendents.

Provides oral and/or written reference services and information assistance to the community at large.

Process the EDEN generated work orders (internal generated and customer complaints) by reviewing, assigning, monitoring, and closing the work order with the supervisors’ comments from the completed work.

Issues written and oral instructions to the superintendents. Assign general duties and spot check the work in the field to oversee the superintendents.

Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Performs site visitations and surveys items and areas of complaint.

Plans, schedules, implements, and participates in maintenance, and operation activities designed to provide quality service for the City.

Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations.

Maintains harmony among operational staff. Trains and supervises employees as needed. Makes recommendations regarding hiring, discipline and promotion; authorizes leave and overtime; evaluates and rates employee performance.

Create “performance standards” with the Public Works Director and City Manager and add to the existing Performance Indicators to include goals and expectations to be communicated to the superintendents.

Ensure performance evaluations are completed timely and submitted to the Director and Human Resources according to policy.

Establishes and maintains open lines of communication by personal contact with neighborhood groups, voluntary organizations and the general public.

Prepares composite reports from the superintendents.

Resolves and responds appropriately to citizens’ complaints and coordinating with the respective superintendent.

Prepares and documents budget requests; administers adopted budget in the assigned area.

Plans, organizes, coordinates, supervise, and evaluates programs, plans, services, staffing, equipment, and infrastructure of the assigned divisions.

Evaluates divisions’ needs and formulates short and long range plans to meet needs in all areas of responsibility.

Determines applicable codes, regulations, and requirements for all Division responsibilities and assignments.

Oversees the time and budget parameters for assigned projects.

Oversees the maintenance of division information and records.

Responds to public or other inquiries relative to division policies and procedures. Evaluates issues and options regarding the division and makes recommendations.

Maintains regular contact with consulting engineers, construction project engineers, City, County, State, and Federal agencies, professional and technical groups and the general public activities and services.

Monitors inter-governmental actions affecting the division.

Schedules and attends various meetings to inform community of current issues.

Ensures that all necessary materials, supplies, and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools, and supplies. Supervises all materials, supplies, and equipment ordered by the superintendent. Ensures requisitions for blanket purchase orders needed for the Department’s tools and supplies are submitted, and maintain invoice records.

Advises the Public Works Director, City Engineer, and other City officials in matters relating to department activities; provides information to various public groups and individuals.

Ensure safety and conduct regular meeting to communicate information to all field personnel and ensure a clear line of communication is in place between field personnel and management.

Analyzes annual operating costs and makes recommendations for department budget.

Analyzes and project the needs of the city for personnel, equipment, and materials for completion of the same.

Provides recommendations regarding heavy equipment purchases. Coordinate vehicle and equipment repairs with Fleet Department.

Advises contractors and others of pertinent information.

Coordinates with Miami-Dade County Departments and other agencies as necessary. This involves follow-up work orders that are transferred from field staff to a respective agency problem to include Miami Dade County, FDOT, and North Miami Beach.

Assist other departments in the City as needed including signage placement for Planning and Zoning and the Community Development Department.

Make sure Public Works Compound is kept clean at all times.

May respond to customer complaints or concerns regarding the project being worked on and takes appropriate actions to resolve the complaints.

Serves on various employee or other committees as assigned.

Perform related tasks as assigned.

Minimum Qualifications

Knowledge, Skills and Abilities: Knowledge of budgetary development, administration and control. Knowledge and operational experience in the use of maintenance equipment used in landscaping, stormwater, and street divisions. Thorough knowledge of various types of heavy equipment, including maintenance and uses of the equipment and the traffic laws which apply to the equipment. Thorough knowledge of pipe installation, connection, and repair. Thorough knowledge of the methods, materials, and equipment used in the work of the divisions. Knowledge of Microsoft Office-Outlook, Excel and Word.

Ability to guide, direct, and motivate employees. Ability to establish and maintain effective working relationships with employees, supervisors, and public. Ability to read and understand blueprint; ability to keep accurate records. Ability to communicate effectively, both orally and in writing. Ability to understand and carry out written and oral instructions. Ability to conduct necessary research and compile technical reports as needed.

Education & Experience Requirements: High School diploma or GED equivalent, and ten (10) years experience in municipal Public Works, Streets, Landscaping, Right-of-Way maintenance, and stormwater utility; minimum of five (5) years supervisory experience. Strong administrative and organizational skills, knowledge of Microsoft Office programs required. Must possess a valid Commercial Driver’s License (CDL) and maintain a satisfactory driving record throughout employment.

While performing the duties of this job, the employee regularly works in the outside weather conditions. The employee is occasionally exposed to fumes or airborne particles, toxic, or caustic chemicals.

The noise level in the work environment is usually quiet to loud in the field.
