CHIEF INFORMATION OFFICER / DIRECTOR OF INNOVATION & TECHNOLOGY

This is an executive level position which reports to the City Manager or his designee and is responsible for providing strong leadership and direction for the Innovation & Technology Department, as well as, providing subject matter expertise city-wide. An incumbent in this classification will be responsible for assessing the current information systems organization and technology and will work collaboratively to implement an adequate organizational structure, systems infrastructure, governance, and business direction for future information technology investments. Additionally, an employee in this classification will maximize the effectiveness of installed systems and will foster an environment of continual process improvement while maintaining current with external regulations and technology advances and making changes in a rapid manner.

Duties include but are not limited to :

  • Directing and managing the Innovation & Technology Department in the development, implementation, and maintenance of application systems.
  • Operation of the information technology system and communication services functions including operations, programming, design and analysis of programs, and telecommunications.
  • Administering a continuous program of research, education, and training in support of an information technology program utilizing micro and mainframe computer and related information systems.
  • Developing city-wide prioritized information requirements and establishing city-wide standards and policies for hardware and software to ensure quality, functionality, connectivity, security, and compatibility through the use of computer hardware and software to conduct City services.
  • Administering disaster preparedness, disaster recovery, and business continuity plans for the department.
  • Developing and spearheading short and long-term plans and objectives for the department to meet current and future City needs.
  • Identifying and prioritizing new technology initiatives, and collaborating to identify strategic uses of technology.
  • Planning, directing, evaluating, and coordinating the work of professional staff involved in fostering innovation, collaboration, customer service, and process improvement across the organization.
  • Directing the operation of the City’s telecommunications system to include the design and maintenance of data communication networks.
  • Directing the provision of advanced information technology project management and consulting services for other departments.
  • Evaluating, negotiating, and making recommendations for the procurement of technology goods or services.
  • Establishing the department’s budget and managing several divisions through subordinate personnel.
  • Representing the City Manager on issues relating to Information Technology.
  • Performing related duties as assigned.

  • Think both at strategic and operational levels with a desire for continuous improvement.
  • Communicate effectively in writing and verbally within all levels of the organization to include, but not limited to : senior executives, consultants, vendors, and employees.
  • Balance the demand with limited resources while providing effective, efficient and economical data processing services to city departments.
  • Use advanced professional managerial and technical knowledge to formulate departmental policy and control departmental activities.
  • Additionally, an employee in this classification should have thorough knowledge of :

  • Computer programming, computer systems and electronic data processing equipment.
  • Development of policy for the implementation and administration of artificial intelligence use.
  • Expertise in project management, including all phases of IT application development from conceptualization to implementation.
  • Understanding of and experience with the development and implementation of web-based applications, including gathering requirements for and testing of IT applications in conjunction with business / functional leaders.
  • Understanding of and experience with negotiating contracts and in contract management.
  • Knowledge of public procurement policies and procedures.
  • Extensive knowledge of the principles of public and business administration.
  • Thorough knowledge of the principles of management and their application to the administration of government activities.
  • Thorough knowledge of current developments in the field of innovation & technology.
  • Minimum Qualifications :

    Bachelor’s degree in Information Technology, Business Administration, Computer Science, or a closely related field with a minimum of five (5) years of progressively responsible management and supervisory experience in implementing and administering information technology projects. Applicants with a Master’s degree in the aforementioned fields will be given preference. Experience in SQL, Network Management, Microsoft platform, Document Management, Oracle and Server Management and Security administration is highly preferred. Some experience in developing and implementing artificial intelligence use policy is also preferred.

    NOTE : Candidates will be subject to a Level II background screening.

Official / unofficial transcripts are also accepted. If submitting transcripts, transcripts must include the following : student's name, school name, number of credits, degree completion, and major. Audit / Academic reports are not accepted as substitutions for college transcripts.

    Foreign diplomas / degrees must be submitted with a credential evaluation report from an approved credential evaluation agency. Translations of diploma / degrees are not accepted. If degree / diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit / Academic reports are not accepted as substitutions for college transcripts.

    Approved Credential Evaluation Agencies :

  • An accredited four-year college or university in the United States.
  • A current member of the National Association of Credential Evaluation Services (NACES).
  • A current member of the Association of International Credential Evaluators (AICE).
  • A recognized Professional Organization.
