This position ensures a uniform and accurate appraisal/valuation of real and personal property for the development of the City of Midland assessment roll. The position requires application of technical and specialized knowledge acquired through certification and appraising experience.
Examples of Job Duties

Inspects real property, collects data, and accurately enters data into the Assessment roll to ensure uniform assessment information. Interprets and implements state guidelines, laws and appraisal procedures. Reviews processes and makes recommendations on lot split/acreage split petitions and parcel combination actions for impact on assessments. Defends assessments at the Michigan Tax Tribunal Small Claims Division. Answers questions from the public in a professional and timely manner. Processes, analyzes, and verifies sales data for annual sales studies or other inquiries. Maintains tax maps, processes new plats, land divisions and annexations to ensure accuracy. Records and processes building permits. Inspects, measures, collects data, and performs drawings and calculations for new construction and existing property.
Required Education/Experience/Knowledge
Associates’ degree from an accredited college in accounting, business or related field. One year professional experience performing appraisals or similar work. Ability to obtain in a timely manner and maintain certification as a Michigan Certified Assessing Officer (level II) or higher. Demonstrated ability to read blueprints and construction documents. Knowledge of building construction methods and materials. Knowledge of and ability to apply current zoning and planning ordinances. Ability to effectively read, write and understand property legal descriptions. Proficiency with computer software and understanding of current assessing software. Proficiency in BS&A/Equalization Software preferred. Aptitude to learn and analyze new software. Demonstrated proficiency using Microsoft Office with emphasis in Microsoft Word, Excel and Outlook, or other office productivity software as determined by the City. Demonstrated experience in utilizing spreadsheets to solve business related problems. Efficient and accurate keyboard and data entry skills.
