The primary purpose of this position is to ensure reliable, efficient and safe electrical and mechanical systems to meet the infrastructure needs of the City. The incumbent accomplishes this through a variety of electrical and skilled maintenance duties to keep plant equipment, facilities, pump stations, traffic signals and all other related items operating at peak efficiency.
An employee in this class performs electrical, mechanical and instrument repair and maintenance of equipment at an assigned department, including: water treatment plant, wastewater treatment plant, pumping stations, wastewater lift stations, water distribution systems, the landfill, gas to energy and pipeline system, and in the installation and maintenance of the traffic signal system. The incumbent also maintains equipment in other City buildings and facilities as assigned.
Examples of Job Duties
The following is intended as a brief description/illustration of the duties, responsibilities, and requirements of this position and are not intended to be all encompassing or all-inclusive.
1. Installs, tests, maintains and repairs electric motors, mechanical feeding equipment, electric starters, vacuum pumps, air compressors, oil burners and motors, lime slakers, vacuum filters, hydraulic valves, electric hoists, extractors, chlorinators, filter washers, agitators, switchboards, power panels, transmitters and transformer substations, traffic signal lights, underground cable, overhead wiring and other miscellaneous equipment;
2. Checks and inspects electrical and mechanical equipment for wear, damage distortion or faulty operation of instrumentation, and makes repairs as required;
3. Locates the cause of faulty performance and makes emergency repairs and adjustments to equipment
4. Designs and installs electrical equipment and systems in compliance with the all electrical codes.
5. Assists in planning for and installing new mechanical equipment and test its operation.
6. Maintains records of equipment performance and types of repairs performed on equipment; and orders replacement/spare parts for all mechanical and electrical equipment serviced.
7. Performs maintenance and repair work for other departments as required
8. Repairs motor controls, and pneumatic and hydraulic systems and controls. Repairs telemetering functions, such as flow and pressure transmitter, receivers, radio systems, and cellular communications.
9. Maintains tools and equipment to safely and efficiently perform the job.
10. Performs installation, repair and calibration of precision instrumentation.
11. Monitors, diagnoses and repairs lift stations throughout the City.
12. Installs and repairs gas collection system at Landfill, including monitoring/tuning gas well fields.
13. Monitors, maintains and repairs gas to energy and compressor building including Landfill gas engines, gas compressors, refrigeration chiller system and air compressors.
14. Ability to work safely in hazardous environments including confined spaces, traffic, leachate, hazardous gases including methane, hydrogen sulfide and chlorine.
15. Ensures proper operations of traffic signal systems and components at all times and make any needed repairs in a timely fashion to reduce any downtime to motorists in the City of Midland, the County of Midland, the village of Sanford, and the City of Auburn.
16. Continually reviews traffic signal software, systems, and components to maintain an efficient and safe traffic signal network. Monitors and eliminates any unintended traffic delays occurring form traffic signal network.
17. Marks city owned electrical lines for traffic signals, street lighting, downtown electrical system, and various parks and buildings for the Michigan Miss Dig system.
18. Creates reports or information as necessary from the traffic signal software.
19. Assists Traffic Supervisor with creating annual budget and inventory of traffic signal replacement priorities.
20. Coordinates work with contractors and vendors, and provides oversight when work is being conducted by such parties.
21. Designs, builds, programs and installs all aspects of new traffic signal systems, including pouring concrete for the foundations, installing traffic signal poles, determining phasing, timing, and programing the controller.
22. Conducts traffic counts as requested.
23. Participates in an on-call rotation as necessary for emergency or after-hour response.
24. Installs piping liners to permanently fix sanitary sewer, storm sewer and manhole damages.
25. Performs camera operations and inspections for sanitary and storm piping systems.
26. Stays abreast of new and emerging trends and changing technologies in the electrical and mechanical fields and reads pertinent industry publications. Attends training, meetings, and conferences as required.
27. Supports core values, mission and goals of the department and the City of Midland.
28. Performs all other duties as assigned.
Required Knowledge, Skills and Abilities
1. High School Diploma or equivalent.
2. State of Michigan Master Electrician license (requires 12,000 hours obtained over minimum 6 years related to construction, maintenance or industrial equipment and passing state licensing exam).
3. A minimum of five years industrial electrical experience of similar scope and size as the City of Midland electrical systems. Two years of instrumentation experience also required.
4. Demonstrated working knowledge and hands on experience with high voltage industrial equipment.
5. Working knowledge of PLC and Relay logic experience. Ability to learn specialized computer software, such as traffic control software.
6. Demonstrated proficiency in mechanical and maintenance work, including strong knowledge of tools and methods to perform water plant maintenance work. Must have strong aptitude for mathematics, reading diagrams and interpreting electrical schematics.
7. Highly effective and creative problem solving skills in a technically complex environment.
8. Ability to carry out assignments both independently and as part of a work group. Ability to lead a work group and achieve results.
9. Ability to work independently with minimal supervision, stay organized and balance conflicting deadlines with unforeseen events.
10. Ability to work well under pressure.
11. Ability to safely work in confined spaces, elevated platforms, hazardous conditions, and extreme weather conditions
12. Ability to communicate effectively and tactfully, both in writing and verbally.
13. Ability to set and work within a budget to reach project goals.
Other Requirements of the Job:
1. Possession of a valid motor vehicle operator’s license issued by the State of Michigan and must maintain a good driving record as a condition of employment. Must be able to obtain and maintain a valid CDL-B license.
2. Must be able to successfully pass City safety and equipment training programs as required.

Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus. Must be able to detect both visual and audio plant alarms and calls.
