Under the general supervision of the Director of Development Services, the Code Enforcement Assistant Director leads efforts to address nuisances, revitalize neighborhoods, and enhance public safety. This role focuses on aligning code enforcement operations with the City of Midland's Strategic Plan, emphasizing operational excellence and innovation. Responsibilities include updating the City’s public nuisance and property maintenance ordinances and codes, as well as developing and implementing policies and programs that directly advance the City’s mission to deliver world-class services and its vision to be the premier and safest city in West Texas.1. Leadership and Strategy:
  • Develop and implement efficient and effective code enforcement strategies to address nuisances, substandard properties, and other public safety concerns.
  • Align division activities with the City’s Strategic Plan, particularly Goal 2: Set the standard for a safe and secure city, and Goal 3: Quality of Life and Place.
  • Lead initiatives to address public safety priorities associated with vacant and abandoned or substandard buildings, and substandard properties along key commercial corridors.
  • Enhance proactivity by prioritizing preventive measures and proactive patrolling while balancing responsiveness to citizen reports.
  • Foster continuous process improvement and innovation within the division.
2. Program Management:
Oversee, implement, and recommend amendments to the City’s codes and ordinances to improve the effectiveness and efficiency of code enforcement operations.
  • Develop and implement policies, programs, and procedures to achieve the City’s mission and vision.
  • Implement best practices to support neighborhood revitalization and redevelopment, emphasizing long-term economic growth, public safety, and inclusivity.
  • Utilize performance metrics to evaluate efficiency, effectiveness, and responsiveness.
  • Streamline enforcement procedures to improve closure rates and timelines while addressing systemic issues like weeds, debris, and property maintenance violations.
3. Operational Oversight:
  • Supervise staff, including hiring, training, evaluation, and professional development.
  • Manage the division’s budget and ensure financial accountability.
  • Monitor performance metrics to ensure programs meet health, safety, and aesthetic objectives.
  • Coordinate with other city departments and external stakeholders to ensure efficient service delivery.
  • Incorporate new technologies and methods to address high-volume or complex cases.
4. Community and Stakeholder Engagement:
  • Serve as a liaison to City Council, boards, commissions, and community groups.
  • Represent the department in public presentations and inter-agency collaborations.
  • Engage with residents, business owners, and other stakeholders to address concerns and communicate city initiatives.
  • Expand community outreach and education programs to improve voluntary compliance and awareness of ordinances.
Physical and Environmental Conditions· Work is primarily conducted in an office setting with occasional fieldwork requiring inspections of various properties.· The role requires the ability to sit, stand, walk, and communicate effectively in diverse environments.
· Moderate noise levels and exposure to outdoor elements during site visits.1. Knowledge, Abilities, and Skills:
· Knowledge of:
Code enforcement principles, municipal codes, and ordinances.
Strategic planning and resource allocation.
Principles of neighborhood revitalization and best practices in addressing nuisances.
Lean management and continuous process improvement techniques.
Best practices in community outreach and education to promote compliance.
· Abilities to:
Analyze complex issues and develop innovative solutions.
Lead and motivate teams toward achieving departmental and citywide goals.
Communicate effectively with diverse stakeholders, including City Council, boards, and residents.
Balance competing priorities while maintaining attention to detail.
· Skills in:
Budget development and financial oversight.
Data analysis and performance measurement.
Conflict resolution and effective negotiation.
Implementing strategic prioritization for high-impact areas and case types.

2. Minimum Education, Experience, and Certification:
· Bachelor’s degree in Public Administration, Business Administration, Urban Planning, or a related field.
· At least five years of progressive leadership experience in code enforcement, public administration, or a related area.
· State of Texas Code Enforcement Officer License
.·Valid Texas driver’s license.

-Special groups requiring departmental information and collaboration.
