What are the responsibilities and job description for the Assistant Oil & Gas Coordinator position at City of Midland?
Performs inspections and enforces compliance relating to the exploring, drilling, developing, transporting and storing of oil, gas, and other substances produced in association with oil and gas, in order to protect health, safety and general welfare of the public and to minimize the potential impact to private property and mineral rights owners; to protect the quality of the environment; and to encourage the orderly production of available mineral resources. • Visually inspects properties for violations as initiated by a complaint or routine inspection.
• Conducts inspections to ensure proper environmental compliance.
• Under direction of the City Manager, issues orders, directives, warnings or citations.
• Enters data into the computer to generate notice of violations.
• Responds to citizen calls regarding violations, mailed information or general information regarding regulations relating to oil and gas regulations.
• Provides support to the Oil and Gas Advisory Committee, City Council and other related agencies.
• Provides information to the public and contractors regarding the requirements of zoning and related code and city requirements.
• Performs related duties as required.
• Monitor current well permits and compliance.
• Walk through production facilities with personnel and identify safety and compliance issues.
• Night inspections for compliance purposes.
• Maintain professional manner while defusing confrontational situations.
• Assists with Oil & Gas Well permitting.
• Understanding of Ordinances and City Guidelines.
• Work independently with little guidance.
• Maintain Oil & Gas Stats.
• Complete Special projects as related to the Oil & Gas Division.Ability to sit, stand and drive a vehicle to and from worksites. Employee will be exposed to seasonal temperatures while performing on site inspections. Ability to lift, crawl, twist, squat and climb while conducting inspections. Personal protective equipment will be required to be worn. Ability to effectively communicate with Oil & Gas Operators, citizens, and other employees to provide information regarding city codes and possible violations.
Knowledge, Abilities and Skills
Ability to read and understand materials including City Ordinances, professional literature, plans, correspondence, and manuals. Ability to write reports and correspondence. Skills in math. Skills to communicate both orally and in writing. Knowledge of office equipment including personal computer.
Minimum Education, Experience and Certification
High school diploma or equivalent and a valid Texas driver’s license required. Minimum five years oil and gas experience or ten years as a code officer with working knowledge of production facilities. Experience in oil and gas regulatory functions, Municipal Ordinances and knowledge of Railroad Commission rules is desirable.
