What are the responsibilities and job description for the Comptroller position at City of Midland?
Responsible for fund accounting, grant accounting, capital project accounting, financial reconciliations, accounts payable, and financial reporting. Assists the Director of Finance in planning, directing, controlling and coordinating City financial operations; helps assume responsibilities of the Finance Director in his/her absence.
Budgetary Responsibilities:
Maintains an understanding of the City’s annual operating budget and annual Capital Improvement Program. Prepares and monitors the annual operating budget for the Accounting Division. Budgetary Responsibilities:
- Functional supervision of the Accounting Division
- Staff Accountants (direct supervision)
- Senior Accountant (direct supervision)
- Accounts Payable (direct supervision Senior Accountant)
- Develops, monitors, and refines, as needed, appropriate internal controls and procedures
- Develops new accounting processes and procedures when necessary
- Oversees and ensures timely monthly and year-end close
- Coordinates and monitors annual financial audit including timely filing of audit reports to regulatory bodies, Government Finance Officers Association (GFOA).
- Oversees and coordinates the City’s financial reporting efforts, including coordinating the preparation and production of the City’s Annual Comprehensive Financial Report (ACFR)
- Prepares and assists Component Units, including preparation of annual financial statements and annual grant reports
- Monitors accounting principles and standards, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards, for changes and coordinates the implementation of changes into City accounting policies and procedures
- Prepares and files TCEQ, Texas Water Development Board (required if City has received grant or has debt obligations to Texas Water Development Board) and other state agency annual financial reports
- Assists the Director of Finance with reporting, forecasting, capital needs and financing issues
- Assists and provides direction to City Staff regarding accounting questions and inquiries
- Responsible for performing complex accounting assignments, as necessary
- Prepares, submits, and reviews a variety of reports
- Assists in calculating, adjusting, preparing, and posting journal entries
- Performs other duties as assigned by the Director of Finance
In-depth knowledge of principles and practices of governmental finance, administration, accounting, budgeting, and forecasting for a municipal government. Knowledge of pertinent Federal, State and local laws and regulations. Excellent analytical and problem-solving skills. Excellent oral and written communication skills.
Minimum Education, Experience and Certification
CPA or CPA candidate preferred, Bachelor Degree with emphasis in Accounting or Finance with six to eight years progressively responsible professional accounting experience (governmental accounting experience preferred) with at least four years of supervisory experience. Master Degree and/or Certified Governmental Finance Officer designation is a plus. Must meet all the requirements of the Public Funds Investment Act of Texas within the first year in the position
REQUIRED CONTACTS:
