What are the responsibilities and job description for the Franchise R/W Inspector II - Engineering position at City of Midland?
This position reports to the Assistant Director of Engineering. The position supports City of Midland Engineering, Transportation, Traffic Operations, and other departments through planning, coordination, inspection, and enforcement of regulations related to franchise utility and third-party work in public right-of-way. Responsibilities may include inspecting temporary traffic control and municipal construction projects, such as pavement, sidewalks, ramps, and water and sewer lines. May involve coordinating with city departments, contractors, and utility companies to facilitate project execution, as well as addressing complex right-of-way issues and enforcing relevant regulations. May be responsible for supervising other staff members. Ensure compliance with city, state, and federal laws, particularly in right-of-way use, construction standards, and safety protocols. Review and approve franchise utility permits and conduct advanced inspections. Maintain accurate documentation and provide regular updates to City staff. Depending on the level of responsibility, develop and implement best practices for inspection and enforcement within the team.
- Act as the City's project coordinator for franchise utility companies, contractors and city departments.
- Tracks Utility relocations for CIP projects to ensure relocation is completed prior to awarding the project.
- Coordinate with utility companies, landowners, other agencies and departments, contractors, and sub-contractors before and during construction.
- Inspect the full range of public works construction projects, which includes streets, alleys, driveways, water and sewer lines, irrigation facilities, storm drains, and permit construction in the public right-of-way, for compliance with standard details, specifications, and approved plans.
- Inspect traffic control devices related to street, sidewalk or alley restrictions for compliance with plans and the Texas Manual on Uniform Traffic Control Devices. Make safety inspections to note deficiencies for correction.
- Maintain project records and inspection files for all phases of construction for each project. Provide information to update record drawings. Compute final costs for payment purposes.
- Analyze field construction problems and assist engineers with recommending corrections.
- Perform mathematical calculations requiring the application of fractions, percentages, ratios, and proportions, mensuration, logarithms, algebra, geometry, and trigonometry.
- Read and interpret engineering drawings and specifications for construction control purposes.
- Perform related duties as assigned.
